The Intellectual Property Compliance Manager will be responsible and accountable for the administrative oversight of assigned aspects of the University’s IP compliance requirements, including identifying and reporting obligations related to new invention disclosures and patent portfolio management to a range of funding sponsors such as the federal government, commercial entities and foundations. A primary responsibility of the position involves assuring University compliance with government reporting obligations pursuant to the Bayh-Dole Act. The Intellectual Property Compliance Manager will also serve as an institutional expert for the purposes of staff training, education, FAQ responses, and providing process updates. The position will have direct responsibility and accountability for entry and reporting of required information via the federal government’s iEdison system, and other government sponsor reporting systems, as well as Penn’s own IP management database. The Intellectual Property Compliance Manager will closely and regularly monitor the status of Penn’s reporting requirements to iEdison and other related systems, and will directly address and resolve any non-compliance alerts or required actions as quickly as possible. The Intellectual Property Compliance Manager will also screen all new invention disclosures submitted to PCI for overall completeness, including the careful review and identification of third party obligations to facilitate required follow-up by the PCI business development team. The position will review patent filings associated with federal funding to ensure the content is fully compliant with the Bayh-Dole Act. Additionally, the Intellectual Property Compliance Manager will be directly responsible for facilitating completion of IP assignments and Penn inventor participation agreements, and will serve as PCI’s administrative liaison with the Office of Research Services to provide required invention information for the close-out of grants and contracts. The Intellectual Property Compliance Manager will work closely with any internal and external resources assigned to support these activities.
