Job Summary: The Pharmacy Director directs, establishes and plans the overall policies and goals for Virginia Garcia Memorial Health Center’s pharmacy services and monitors all financial, operational, professional, and clinical activities of the department. The Pharmacy Director relies on extensive experience and judgment to plan and accomplish goals and a wide degree of creativity and latitude is expected. The Pharmacy Director will recommend innovations in the practice and function of the pharmacy program to the executive team and carry out mutually agreed upon plans. The Pharmacy Director delivers quality pharmacy services, collaborating with primary care providers and staff to improve the health of Virginia Garcia patients. Pharmacy services include assisting medical personnel and patients with drug information and identification, developing and sustaining productive patient relationships, evaluating and resolving potential drug therapy problems identified through any and all available sources, chronic disease state management, patient counseling, prescription verification, adherence to state and federal pharmacy laws, and precepting students, fellows, interns and residents.
Essential Duties and Responsibilities:
Develop and implement policies, procedures and protocols for pharmacy program, pharmacists, pharmacy technicians, students, residents and other pharmacy staff that ensure the pharmacy department provides optimal pharmaceutical services that meet all legal, accreditation, and certification requirements.
Ensure that all pharmacy staff is currently licensed/certified/registered and have adequate Continuing Education credits.
Develop and maintain all necessary pharmacy insurance contracts.
Develop competence assessment programs that ensure all pharmacy staff performs all duties and responsibilities with efficiency and safety, as well as comply with all applicable policies, procedures and standards of Virginia Garcia and the Oregon Board of Pharmacy.
Encourage professionalism, productivity, performance, and efficiency of all pharmacy staff.
Collaborate with CEO and CFO in planning both short and long-term annual budget for pharmacy operations and capital.
Strive to enhance patient care and satisfaction.
Work to initiate, implement and maintain quality improvement projects and lean processes in the pharmacy department.
Consult, refer and collaborate with other disciplines involved in the delivery of patient care.
Maintain appropriate staffing for services offered and make final hiring decisions for pharmacy department.
Schedule and coordinate pharmacist and pharmacy technician vacation, sick and other leave and provide sufficient staff coverage, in conjunction with the Pharmacy Operations Manager.
Provide supervision and coaching of Pharmacy Operations Manager and Lead Clinical Pharmacist, and conduct timely evaluations.
Assist Pharmacy Operations Manager and Pharmacy Managers with supervision and coaching of pharmacist and technician staff.
Confer with Human Resources and union on all employee disciplinary actions.
In conjunction with the Pharmacy Operations Manager, oversee record keeping of pharmacy transactions necessary to ensure adequate control over and accountability for all drugs as required by applicable state and federal laws, rules and regulations to meet all inspection and other requirements governing pharmacy operations.
Oversee supervision of performance and accuracy of technical staff as required by the Oregon Law, offering guidance and troubleshooting of errors as they occur.
Oversee supervision of Pharmacy Technicians by Pharmacists In Charge/Managers to insure quality and compliant customer service, observance of HIPAA requirements regarding patient confidentiality, and the highest regard for patients of Virginia Garcia.
Precept pharmacy students, fellows and residents.
Attend or present in-services in conjunction with medical staff.
Participate in clinic committees as requested or assigned, or delegate responsibility to suitable pharmacy staff member.
Assign special projects appropriately based on professional skill areas, experience and interest.
Work at least eight hours per week on average in dispensing or clinical pharmacy role.
Act as or designate the role of Consulting Pharmacist for Virginia Garcia’s School Based Health Centers (SBHC) for their Dispensing Provider Drug Outlet license with the Board of Pharmacy.
Oversee VGMHC Residency Program accredited by ASHP (American Society of Hospital Pharmacists).
Oversee contract pharmacy program including but not limited to potential research and development of program.
Perform other duties as assigned by CEO.
Handle protected health information (PHI) in a manner consistent with the Health Insurance Portability and Accountability Act of 1996 (HIPPA).
Knowledge, Skills and Abilities Required:
Good patient, provider and staff communication skills.
Strong commitment to working with patients and staff from a wide range of ethnic, economic, cultural and social backgrounds.
Ability to perform and/or understand tasks and responsibilities of dispensing and clinical pharmacists.
Skilled in effective staff supervision.
Bilingual English/Spanish preferred.
Education and Experience Required:
Seven years’ experience as staff and/or clinical pharmacist with at least five years of increasingly responsible managerial experience.
Registered Pharmacist in good standing with the State of Oregon, B.S. or Pharm.D degree. Preceptor registration desired or eligible.
EPIC EHR experience desired.
Experience working in a Community Health Center or Federally Qualified Health Center strongly preferred.
Additional training or clinical pharmacy experience desired, which may include disease state management, long-term care or institutional pharmacy experience, or collaborative work with physicians/NP/RNs.
State and Federal Pharmacy Requirements
The employee in this position must not have any sanctions or restrictions on his/her pharmacy license; may be required to submit to background check; and may be required and must be willing to undergo drug screening at request of supervisor.
