Job Requisition Number: 26029. The Research Administration and Compliance Office (RAC), is the administrative office at UC Berkeley responsible for facilitating and ensuring campus compliance with federal, state, and university regulations pertaining to research administration, including policies governing research animal care and use, human research subjects protection, financial conflict of interest in research, and grants and contracts administration. RAC is under the purview of the Office of the Vice Chancellor for Research. RAC includes the campus support offices described below.
The Animal Care and Use Committee (ACUC) at UC Berkeley is the institutional committee charged with reviewing and approving all proposed uses of live vertebrate animals in teaching and research. The ACUC’s activities are mandated by the U.S. Animal Welfare Act and Public Health Service Policy. The Office for Animal Care and Use (OACU) provides the administrative infrastructure required to support the Committee's work to review, approve, and administer those activities.
Research Compliance Analyst 2 Responsibilities: This position supports the staffing, administering or managing oversight and compliance committee activities related to animal research. The Research Compliance Analyst 2 (RCA-2) reviews research protocols for use in specific fields, assists in writing and reviewing protocols, and supports compliance with federal, state and University mandated laws, regulations, and policies.
•Applies research compliance professional concepts to pre-review of basic or routine research protocols to ensure that all federal and state regulatory criteria are met as well as UCOP and UCB. •Properly documents all actions in accordance with all applicable laws, regulations, policies, and procedures. •Drafts formal communications to funding agencies and other regulatory campus units for review and approval by senior staff member. •Learns to generate reports of review and approval activities, coordinate committee meetings, record and assist in drafting the minutes of meetings as directed, and other basic administrative tasks as directed. •Participates in the development and revision of standard operating procedures and guidelines. •Maintains departmental database, files and applies record retention policies. •Analyzes protocol submissions for completeness and routing. Maintains office scheduling for review processes. •Responds to frequently asked questions and recognizes when to refer questions to other staff.
Research Compliance Analyst 3 Responsibilities: The Research Compliance Analyst 3 position involves the staffing, administering or managing oversight and compliance committee activities related to animal research. The Research Compliance Analyst 3 pre-reviews and/or reviews research and teaching protocols, assists in writing and reviewing protocols, and supports compliance with federal, state and University mandated laws, regulations, and policies.
•Applies research compliance professional concepts to review and pre-review routine and complex research protocols; applies animal welfare federal regulations, state regulations, and University policies to protocol review; and documents campus compliance with regulatory and policy standards •Participates in and/or administratively supports major programmatic components of the Animal Care and Use Program (e.g. protocol certification, inspections, occupational health and safety, post approval monitoring). •Participates in the development, drafting and/or revision of office procedures, ACUC policies and guidelines. •Communicates with researchers and provides guidance pre- and post-submission on how to resolve particular issues and meet requirements of external regulatory bodies; and properly documents these actions in accordance with all applicable laws, regulations, policies, and procedures. •Special projects and/or unit activities as directed by Director. •Participates in educational outreach and training of individuals and departments on animal research regulations, IACUC processes, forms, and policies. •Participates in general administrative support of office with customer service (e.g. general email, answering phone calls, full committee meeting support).Research Compliance Analyst 2 Required Qualifications: •At least one year of full-time experience in animal research lab, veterinary clinic or other related animal-related activity (e.g. zoo or wildlife rehabilitation). •Academic training in animal or biological sciences or bioethics. •Requires attention to detail, self-motivation and organizational skills. •Requires ability to read and comprehend complex materials. •Excellent writing and oral communication skills (clarity, sentence/paragraph construction and grammar, et cetera). •Demonstrated ability and desire to learn, curiosity. •Familiarity with internet searching. •Proficiency with office equipment and computers. •Knowledge of and proficiency with office software including Adobe, Microsoft Office, Excel, FileMaker. •Ability to work in a team-oriented setting, to prioritize work, and to follow through on routine assignments with minimal direction as well as back-up colleagues as needed. •Strong organizational skills, the ability to multi-task, and work with frequent interruptions. •Ability to problem-solve issues; listen, interpret and confirm understanding of others' communications; and, to be objective. •Recognize when more knowledgeable staff or other campus units (e.g. SPO, CLEB, COI) should be consulted and/or contacted. •Excellent customer service skills, pleasant, helpful, a good listener, and patient.
Research Compliance Analyst 3 Required Qualifications: •A minimum of two years full-time experience in an IACUC office at an appropriate level of responsibility. •Demonstrates self-discipline, initiative and consistently sound, independent judgment completing complex assignments. •Thorough knowledge and ability to apply all of the Federal, state, and university regulations, policies, and guidelines for the protection of animal subjects and federal guidance documents. •Working knowledge of and/or experience with research design; scientific research concepts and terminology. • Self-motivated and striving for continuous self-improvement; actively engaging in self-directed learning related to professional development. •Demonstrates efficient and effective use of time minimizing the time taken for the review and approval process to be completed. •Demonstrated proficiency in public speaking, writing and contributes to web site content and maintenance. •Organized and able to effectively multi-task on multiple protocols and/or projects and complete all tasks on time. This position is posted as an Research Administrator 2 or Research Administrator 3. The department decides it can fill the position at either level, depending on the level of skills of the candidates that apply.
