As a member of the Open City and Technologies Branch, you might be who we need to re-imagine how the Open City and Technology Branch manages Information Security for over 13,000 employees and almost a million Edmontonians.
The City of Edmonton’s Open City and Technology Branch enables the availability, use and consumption of data to turn it into usable information. Investments will be made to drive innovation by introducing new functionalities and technologies as well as to refresh existing core infrastructure assets. These needs are being driven by both internal and external stakeholders who expect seamless digital experiences allowing them to consume and leverage data to inform decision making and create new products.
In this role as the Program Manager, you will be accountable to the Corporate Information Security Officer in the prioritization, design, development, and implementation of strategic and tactical cyber security initiatives that will provide tangible maturity, capability, and efficiency improvements in the City of Edmonton cyber security program.
Your responsibilities will include:
Provide technical and management expertise in the enhancement of corporate policies, and standards as well as the development of processes related to cyber security controls
Develop, promote and execute the strategies and plans to raise the level of awareness of information security and risk throughout the City
Provide consultative input on the secure configuration and operations of cloud and on-premise technology systems and services
Lead the broad and complex development, implementation and compliance monitoring of high risk and immature security practices, while ensuring compliance to security policy and standards
Direct security specialist in security engineering, design and operational readiness for high risk initiatives
Lead continuous improvement activities and processes, including collaborating with other municipalities and organizations to develop partnerships and research emerging technologies and best practices
Develop and implement systems and processes to identify and assess the level of service required by the business units
Provide oversight and stewardship of the unit budget, including forecasting, analysis and resource allocation
Lead, mentor, coach and engage staff in developing actions plans to enhance communication, solve problems creatively, promote integration and support excellence
Monitor staff engagement and implement action plans as necessary
University Degree in Computer Science, Information Technology, Security, Business Administration, Public Administration, or a related discipline. A Masters Degree in a related field would be considered an asset. Equivalent combinations of education and experience will be considered.
The ideal candidate will have at least one professional cyber security certification such as Certified Information Systems Security Professional (CISSP), Certified Risk and Information Systems Control (CRISC), Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA) or other information security credentials is required. Equivalent combinations of education and experience will be considered.
The ideal candidate will have a minimum of ten (10) years of progressively responsible experience within in a large, complex organization in a leadership role and managing organizational transformation. Equivalent combinations of education and experience will be considered.
The ideal candidate will have a proven track record of strong identity and access management, problem, change, service governance, business resilience, cyber and information security experience
Ability to establish strong and effective working relationships with vendors and all levels of management
Ability to influence and collaborate with a variety of partners and stakeholders including executive and senior management, staff of all levels and union representatives
Ability to multi-task, work under pressure, meet deadlines and effectively prioritize
Visualize, anticipate and plan for possible future scenarios and business needs
Act as a change agent and translates goals into practical implementation steps by communicating clearly, building trust and fostering commitment
Derives the development and enhancement of product or services, based on stakeholder needs
Excellent interpersonal, oral and written communication skills
