Position Summary: The ANR Payroll Services Manager is responsible for directing and leading UC ANR's UCPATH payroll services team for the delivery of highly successful payroll operations supporting all ANR academic and staff employees. Serves as ANR subject matter expert for highly complex payroll activities including the development of ANR payroll policies and procedures. Responsible for delivering exceptional payroll customer service to all UC ANR employees. Analyzes, researches and resolves payroll issues utilizing appropriate resources, interprets policies, and determines appropriate actions. Supervises payroll support staff positions, directs work and defines procedures, and assures accountability, internal controls and stewardship of departmental resources. Independently responsible for effective coordination of services with the UCPATH Center and ANR Human Resources to achieve excellence in ANR payroll services. Represents ANR at UC systemwide payroll manager meetings and UCPATH Center payroll meetings.

Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability and property damage insurance on vehicle used is required.

Duty 1: Provide direction and leadership to ANR Payroll Services Team of payroll support staff. Direct and coordinate payroll activities, manage and prioritize workload, and oversee training and performance of payroll staff. Ensure payroll staff are fully trained, knowledgeable and proficient in the UCPATH payroll function.
Independently responsible for representing and coordinating ANR payroll services with UC Systemwide Payroll, UC campuses and UCPATH Center for efficient, effective, and compliant ANR payroll services.
Collaborate extensively with ANR HR team to maintain seamless coordination between payroll and HR workflows.
In partnership with Staff and Academic HR, initiate, coordinate and schedule complex wage implementations for academic and staff merit, range, and equity programs and collective bargaining agreements.
Serve as key member of ANR UCPATH Steering Committee contributing to the successful implementation and future delivery of high quality, accurate, and compliant UCPATH services.
Develops ANR payroll policy and procedures in support of complex ANR operations. Ensures monitoring of policies and procedures in departmental operations.
Set work priorities for achieving goals for payroll unit. Analyze and monitor work flows and initiate measures to increase efficiencies.
Responsible for developing effective payroll and time reporting communications for ANR leaders, unit directors and employees in consultation with BOC Director and Associate Director.
Monitor, coach and evaluate performance of individual payroll team members. Support team building among payroll operations and within the Business Operations Center.
Develop, promote and maintain focus on unit standards and service level expectations for providing excellent customer service and a culture of continuous process improvement. Function:Payroll Leadership Percent: 40
Duty 2: Serve as ANR's Subject Matter Expert (SME) on payroll issues, responding to UCPATH Center and ANR senior leadership on issues regarding application and interpretation of payroll and time reporting policies and procedures.
Ensure the generation of monthly and bi-weekly payrolls, including labor distribution records, vacation and sick leave accrual, overtime, benefits, and miscellaneous deductions.
Oversee payroll processes including withholding and deductions from pay, garnishments or wages, imputed income, ensuring timely and accurate payments to tax agencies, retirement system, insurance carriers, local labor unions, local deductions and employee organizations. Coordinate workers compensation payments.
Lead the resolution of highly complex and escalated payroll issues and situations; liaise with the UCPATH Center, ANR Staff & Academic HR and senior leadership to make determinations on these issues and initiate appropriate actions.
Advise and provide training to ANR units and employees on payroll and time reporting policies, procedures and use of on-line systems.
Manage ANR's time reporting system including coordination and training with ANR departmental time administrators and communication with supervisors and employees.
Coordinate closely with BOC financial staff and unit business managers regarding accuracy of payroll funding verification and monitoring of payroll default account reconciliation processes.
Monitor and prioritize payroll workloads. Responsible for quality and quantity of work. Direct and coordinate resolution of payroll errors and communicate outcomes to affected parties. Function:Payroll Operations Percent: 50
Duty 3: Provide ongoing training and oversight for internal controls and compliance with established and new UC & ANR policies and procedures.
Ensure that all staff within the Payroll team are appropriately trained and knowledgeable of payroll and time reporting policies and procedures.
Institute routine monitoring/auditing practices of payroll operations for accuracy, timeliness and efficiency.
Respond to payroll audit requests from UC and/or sponsoring agencies.
Ensure that all supporting documents for UC ANR employee payroll transactions are maintained in an accessible format, and archived in a manner consistent with UCPATH Center and UC ANR Payroll retention schedules. Function:Internal Control & Compliance Percent: 10
Job Requirements Bachelor's degree in related subject matter area and/or equivalent business experience or training. Required
Thorough knowledge of payroll functions and systems and experience in a payroll services or shared services unit. Required
Strong interpersonal skills and ability to work effectively within and across the UC system. Required
Experience to understand, interpret and apply Federal State and University employment laws, regulations, and policies governing business activities, confidentiality of records and information and use of technology. Required
Ability to communicate verbally and in writing complex accounting and payroll information in a clear and concise manner. Required
Public speaking and presentation skills to provide clear, concise and effective payroll-related presentations to ANR leaders, directors and employees. Required
Strong supervisory skills and experience to successfully lead and manage a team. Required
Demonstrated knowledge and experience with UC payroll and time reporting systems. Preferred
A background utilizing PeopleSoft HCM with particular expertise and understanding of the payroll functionality. Preferred
Knowledge of UC personnel policy, procedures, practices and collective bargaining agreements. Preferred
