The Department of Transportation, Division of Parking Management, seeks a full-time manager to lead, manage and direct the planning, implementation and day-to-day functions of the Division of Parking Management. The employee serves as the Chief of the Operations Section in the Division of Parking Management. This position will work closely with the Director, Executive and Council staff to resolve issues and recommend amendments to the County Code and Executive Regulations.
The County's parking facilities are operated under policies and procedures that maximize the use of the available parking supply and meet the overall transportation demand management and mobility goals of the Division, Department, and County. The Operations Section consists of 14 full-time County employees and is augmented by over 100 contract employees providing parking services directly to the public. This Section is responsible for the management of approximately 8.5 million in contract services and for the collection of approximately $14.5 million in annual revenues. The Section has direct responsibility for the operations of the County's Parking Lot Districts' facilities that consist of 20 parking garages, 20 surface lots and 20,443 total parking spaces. This Section is responsible for the management of the parking operations programs that include: citation processing, collection services, parking sales stores, operations of parking meters/automated pay station machines, pay-by-phone, garage management services, car share programs, parking enforcement and providing security guard services for all of the parking facilities.
The team manages the daily operations, maintenance, and customer service components of multiple parking and payment technologies including pay-by-cell phone, pay-by-space, pay-on-foot, single-space-smart meters, gated parking, and a hybrid digital/paper residential permit parking program. The team also has overall responsibility for the collection and the processing of parking revenue from individual meters, automated pay stations, cashiered facilities, parking issuance of permits, and parking fines. In addition, this program provides a comprehensive meter maintenance program to ensure that all meter devices function properly.
Duties will include:
providing organizational leadership and full-line management;
budget development and implementation;
business management; and
policy recommendations to achieve County objectives related to the use of County parking garages, surface lots, and on-street parking as they support the public objectives of economic development, transportation management and mobility.
Other areas of responsibility include being the Divisions COOP manager.
The employee will be required to drive a vehicle to perform field visits, manage construction projects, and be able to attend meetings or perform work at locations outside the office. The individual selected for this position will be considered an Essential Employee. Essential employees must report to work during a period of general emergency or liberal leave.
