The Oregon Department of Environmental Quality currently has a full-time opportunity for an Air Toxics Permit Writer (Natural Resource Specialist 4) to join an innovative team, and work to advance our agency's mission to protect and improve Oregon's environment. This position is located in Bend, Oregon. This position is limited duration through June 30, 2019 and may become permanent depending on the outcome of the Budget from the 2019 Legislative Session.
About the Division: The mission of the Department of Environmental Quality (DEQ) is to be a leader in restoring, maintaining, and enhancing the quality of Oregon's air, water, and land. DEQ has a centralized policy and planning component and regional offices to accomplish this mission.
Regional Air Quality Sections are responsible for the implementation of DEQ Air Quality program requirements, including the issuance of permits, source inspections, and technical assistance activities related to Air Quality program requirements. DEQ's Air Quality program administers the federal air quality program by delegation and approval from EPA, and state requirements.
What you will do! The purpose of this position is to draft the most complex health-based air quality permits and perform full compliance evaluations and inspections for industrial, commercial, and municipal air quality sources, including Title V and ACDP industrial sources. This position will be assigned complaints where solutions may not be readily apparent and resolutions will be more problematic in resolution.
This position will serve as the technical resource for internal and external stakeholders on air quality and emission control technologies and issues. This position will also lead the development and finalization of source-specific air toxics human health risk assessments, as required by the Cleaner Air Oregon Program rules, by working with other technical agency staff to complete required health assessments and determine and implement any additional permitting requirements identified.

This is a full-time, AFSCME represented position. This recruitment may be used to fill future vacancies.
Working Conditions: This person will commonly work outdoors, at times during inclement weather. Most other work is performed in an office environment. Statewide travel, occasional evening and weekend meetings, and occasional extended work hours and weekend work will be required. Regular field visits are made to sites to observe, inspect, and evaluate permitted and unpermitted facilities' procedures and environmental impacts. During field activities, there may be exposure to pollutants, chemicals, contaminated soil, water, fumes, and airborne contaminants. Such conditions may require the use of personal safety equipment and protective clothing.
Duties & Responsibilities
Analyze, draft, and issue complex Title V and ACDP permits. Complete new permit language, and review reports and public involvement materials. Manage public outreach during permit issuance.
Perform detailed and comprehensive reviews of plans, applications, modifications, and specifications for existing or proposed new sources, modified existing sources, and related industrial air pollution control equipment and monitoring systems.
Review emissions from sources and determine allowable emission rates and testing requirements.
Inspect complex air sources. Review reports, excess emission reports, testing results, and compliance studies, and determine compliance status. Evaluate facility upsets and other non-conforming events.
Draft, recommend, and issue warning letters and pre-enforcement notices; prepare referrals; and develop and negotiate compliance programs and schedules for non-complying sources.
Investigate major and/or complex high profile sources to determine compliance.
Draft comprehensive inspection reports and conduct analysis of air pollution impacts.
Program Development and Administration:
Provide technical expertise and assist with rule and policy drafting for the development of regional and statewide rules and policies necessary to address new and emerging complex environmental issues, such as stationary source regulation of greenhouse gases, air toxics, and fine particulate matter, or to address deficiencies or correct mistakes in current rules.

Four years (4) of experience in a Natural Resource or Environmental field.
At least one year (1) of the experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND
A Bachelor's degree in a physical science, environmental science, or a closely related natural resource field; OR three (3) additional years of related, pertinent, experience.

A Doctorate degree in a physical science, environmental science, or closely related natural resource field will substitute for up to two (2) years of the required experience.
