Nature & Purpose of Position/Usual Duties:
Performs moderately complex, managerial work providing direction and guidance in operations and planning in the department, college or division. Assists the Director of Financial Aid and Scholarships with various initiatives and objectives.
Primary Responsibilities (Staff Positions Only):
Ensures the administration of financial aid programs is consistent with the laws, regulations, and policies governing their administration. Maintains knowledge of federal, state, and institutional regulations; records retention; and financial aid information to ensure departmental compliance. Oversees all federal, state and institutional reports that Financial Aid and Scholarships are required to submit each year. Reviews proposed changes to federal or state regulations and coordinates appropriate and timely communications to the staff. Develops and maintains department's Policies and Procedures manual (PPM) and any related dissemination of information to the management staff. Provides leadership to staff in the creation, maintenance, and implementation of policies, procedures, and regulations. Ensures student, university and system rules and standard administrative procedures relating to Financial Aid and Scholarships are updated. Reviews policies and procedures for continuous improvement changes, including technological applications. Participates in establishing and developing departmental goals. Performs and oversees internal audits, conducts, scholarships self-audits, and compliance reviews for departments and colleges at Sam Houston State University (SHSU). Serves as a liaison with internal, state, and federal auditors. Oversees the updates for program participation agreement with the Department of Education required by federal regulations. Advises the Director on opportunities for improving compliance and reducing risks associated with the delivery of financial aid, including the development of programs at branch campuses. Confers and collaborates within the department, university, and financial industry to ensure SHSU is meeting all requirements, and identifies ways to improve compliance and quality. Assists in testing programmatic changes in Banner. Works with new financial aid year set up for testing and implements new codes and requirements. Provides leadership by serving in state, regional, and national associations, and presents at conferences. Participates in activities for quarterly, mid-year, and annual reports, analysis of data, and coordinating improvements or changes to verification policies. Works with analysts to review data and recommends changes based on the data provided. Assists with Fiscal Operations Report and Application to Participate (FISAP) reports. Maintains documentation of reporting requirements to include timelines. Reviews program audits and monitors implementation of appropriate actions to correct any deficiencies. Reviews audit reports from other institutions and guidance from National Association of Student Financial Aid Administrators (NASFAA) or the Department of Education to mitigate risks of non-compliance. Reviews consumer information requirements. Coordinates with other staff members in identifying and developing training needs related to compliance, quality assurance, the PPM, and reporting. Assists other staff members with special events and programs. Performs other related duties as assigned.
