Nature and Purpose of Position: The Campus Events Manager performs highly complex (senior-level) project and contract management controls, and is responsible for meeting with and guiding all departments on the Lamar University campus with facility use and contract policies and procedures as directed by the State of Texas, The Texas State University System and Lamar University for both campus and off-campus events. Works directly with the all campus departments assisting in the facility use processes and in developing facility use contracts. May plan, assign and/or supervise the work of others.
Primary Responsibilities: The Facility Use Manager is responsible for such functions as but not necessarily limited to the following:
Oversees the development and/or develops contracts identifying provider resources, describing services to be rendered, evaluating information supplied by vendors, interfacing with customer/vendor contracting personnel and negotiating contract specifications.
Ensures compliance with contract administration policies and procedures.
Develops and ensures compliance with facility use policies and procedures.
Oversees and guides departments in the monitoring of and/or monitors legal and regulatory requirements pertaining to contracting, billings, fiscal data and eligibility/compliance with terms of contract and policies.
Serves as Campus Coordinator for all campus and off-campus facility-use events, including training needs and delivery processes, records of facility use documentation, risk assessment and insurance requirements.
Works with General Counsel's office for contract legal compliance, if needed.
Performs other related duties as assigned.
Additional Department Summary: Work involves developing and evaluating and communicating a broad range of processes related to facility use and event coordination. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement.
Minimum Qualifications: Minimum Qualifications:
Skills and Knowledge: Experience in developing procurement-related contracts. Knowledge of state agency purchasing methods and procedures, and knowledge of laws governing state purchasing operations and contract management.
Demonstrated history in creating innovative event planning strategies and successful event collaborations.
Excellent judgment and decisiveness, high integrity, enthusiasm, diplomacy, and tact. Superior verbal and written communication skills.
Demonstrated competency in budget management, cost accounting and vendor contract relationships.
Exceptional customer service skills with the ability to cultivate professional business partnerships.
Advanced knowledge of Microsoft Office, Adobe Acrobat Pro, Ellucian Banner operating system or related financial management software, and SciQuest/Jaggaer electronic procurement software.
Ability to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to write and edit contract requirements and specifications; to negotiate provisions of a contract.
Ability to communicate effectively, to work under pressure to meet deadlines, to prioritize and respond to a high volume of requests and meet deadlines in a timely manner.
Education and Experience Requirements: Bachelors degree from an accredited college or university; and Five years experience with State of Texas contract management procedures with an institution of higher education or related experience.
Additional Required Specifications: Must have a valid Texas drivers license and motor vehicle driving record acceptable to the universitys insurance carrier.
Working Conditions/Work Schedule: Typical schedule is M-F 8am-5pm; with some after-hours work during inclement weather, emergencies, or other University work curtailments or closures.
This position supports essential functions of campus operations and the incumbent may be expected to report to work during inclement weather, emergency and other University work curtailments or closures.
Preferred Qualifications: Preferred Qualifications More than five years of experience with State of Texas contract management procedures with an institution of higher education.
Certified by the State of Texas as a Certified Texas Contract Manager (CTCM) or a specialized certification such as Certified Texas Procurement Manager (CTPM), Certified Commercial Contracts Manager (CCCM), Certified Federal Contracts Manager (CFCM), or Certified Professional Contracts Manager (CPCM).
