Conduct Management: as the conduct officer of BMO China Co, lead the overall conduct management in BMO China Co and ensure its compliance with CBIRC requirements. The key responsibilities include:
Set proper conduct management framework;
Set code of conduct to cover all lines of business for board approval and update regularly;
Set ongoing monitoring mechanism and oversee the M&T activities;
Lead annual conduct assessment to cover all employee;
Report to Board (quarterly basis) and regulator (annual report and ah-hoc issues);
Organize training and promote conduct culture in the bank;
Be the escalation point on conduct issues in the bank and open for any staff enquiry.
Compliance Matters: 1. CSA ECP Program: Work with Corporate Areas Compliance Team in Toronto to help China Corporate Areas make the requisite improvements in China CSA ECP programs (when corporate areas act in a 2nd Line capacity, mainly include below functions: EBC, Risk, Finance, IT, DQM, HR, Legal and Corp Governance, Procurement). The key responsibilities are:
Confirm the completeness/accuracy of regulatory inventories;
Further clarify 1st and 2nd Line roles and responsibilities;
Provide continuous effective challenge to Aus' rule mapping, RCRA, M&T and issue management;
Ensure key controls – for both the 1st and 2nd Lines – are better documented;
Escalate issues identified appropriately to management in a timely manner;
Issue management and remedial action progress tracking, and etc.
2. Provide compliance support to BMO Asia Rep Offices in India and Taiwan including provide daily compliance support and advisory to regulatory matters of these two rep offices such as regulatory inquiry, business inquiry and regulatory reporting, and supervise from 2nd line compliance perspective to rep office activities to ensure their alignment with local regulatory expectation and license scope. 3. Management Reporting: coordinate, draft and review compliance management reports including China LCCG Board Report (quarterly and monthly), CSA OGL Reports (LCCG, Risk, Finance, HR, T&O, quarterly), ERO Regulatory Development, Supervisory Ratings and GSAD Report (quarterly), and etc. Others: other ad hoc assignment or project from Co-Head of LCCG Asia and Head of Compliance China
Knowledge and Skills Required
Bachelor degree with economics, finance, laws, etc;
Above 15 years working experience in banking industry or compliance
Solid knowledge of China banking industry and related regulatory governance;
Strong management skill and business knowledge;
Good communication skill and can maintain good working relationship with others;
Strong planning, coordination and organizational skills;
Ability to work under pressure and meet dynamic deadlines and priorities;
Work independently under minimal supervision;
Good team work spirit and willing to help others to achieve their target
Excellent written skills in both English and Chinese
Fluent spoken English.
