The HSE Manager will develop, document and implement programs to deliver Health, Safety & Environmental for the Client account. This position will provide guidance and support to site management, program owners and site personnel across multiple facilities to ensure compliance with HSE requirements through the design, organization, implementation, and maintenance of policies, procedures and programs.
The HSE Manager must understand state and local requirements along with the Critical Performance Indicators and Key Performance Indicators related to customer expectations in this area. The objective is to deliver HSE services at each site in a manner that protects all personnel and property while avoiding harm and losses; builds public trust of the brand; and provides business continuity. HSE Manager must be available to travel a small percent of time. The position is targeted for client operation in Brooklyn, NY.
Develop and implement comprehensive HSE programs and initiatives that comply with regulatory requirements and promote employee participation and accountability.
Identify, eliminate, and control hazardous conditions that may lead to injury and/or property damage using safety standards, best management practices, and analytical techniques.
Develop and conduct training in compliance with regulatory requirements and company policies. Ensure proper documentation of training.
Assist sites in performing job safety analysis and developing safe work procedures.
Conduct safety inspections and implement corrective actions.
Collect data, provide information and reports as needed to support the Client's compliance programs
Participate and conduct HSE audits across sites.
Participate in incident investigation, root-cause analysis, recordkeeping, and follow-up. Make recommendations for prevention based on results of investigations.
Monitor recordkeeping and reporting performance for HSE related requirements and objectives.
Ensure that appropriate site and business specific programs are implemented, documented and standardized to effectively and efficiently meet CPI/KPI's and legal requirements. Programs must comply with regulatory, client and company requirements.
Of particular note, Develop and implement LIO battery safety policies and SOP. Ensure regulatory compliance with LIO batteries are followed when transporting in vehicle. Work with contractors and industry-leading experts to ensure LIO batteries compliance with appropriate regulatory agencies;
Advise and assist the employer in complying with the local occupational safety and health regulations. Especially in the submission of the reporting requirements;
Perform quarterly assessment of the implementation of occupational safety and health programs in the workplace;
Prepare quarterly and annual reports of safety and health programs;
Be present during the scheduled safety inspections by authorized government agents;
Serve as Chairperson to the Health and Safety Committee;
Conduct risk and fire risk assessments
Act as a business partner and guide the employer and workers in an advisory capacity on all matters pertaining to health and safety
Ensure Corrective and Preventative Actions (CAPAs) are closed out and completed.
Provide assistance to government agencies when they conduct safety and health inspection, accident investigation, or any other related requirements.
Ensure a zero harm philosophy and encourage near miss reporting;
Assist in training a minimum 5% of total headcount per site as Client Safety Heroes (first aid and fire safety wardens);
Conduct IAQ testing and provide reports and recommendations.
Provides formal supervision to individual employees within single functional or operational area. Recommends staff recruitment, selection, promotion, advancement, corrective action and termination. Plans and monitors appropriate staffing levels and utilization of labor, including overtime. Prepares and delivers performance appraisal for staff. Mentors and coaches team members to further develop competencies. Leads by example and models behaviors that are consistent with the company's values
A minimum of five years of experience working with HSE compliance and management systems preferably within manufacturing environments. HSE experience in distribution, warehousing or maintenance operations is highly desirable.
Minimum 4 years of experience in HSE or related field as it relates to facility management.
College degree in related field or equivalent experience preferred. Knowledge of safety requirements, fundamentals of safety education, industrial safety, risk management, and the application of data automation to the safety function highly desired.
Has knowledge or is willing to learn regulatory requirements that apply to facilities management (OSHA, EPA, NFPA, DOT, ASME, etc.).
Knowledge of battery management and compliance in transportation industry.
