Under direction, supervises the permit processing activities of the Planning and Building Agency; processes complex commercial, industrial, and residential permits; and resolves problems arising out of interpretation and application of administrative provisions of the California Building Code and various federal, state, and municipal codes and permit processing procedures.
Essential Functions Include But Are Not Limited To
Plans, organizes, schedules, assigns, and directs the work of technicians and clerical support. Reviews and processes permits and simple construction plans at a public counter. Reviews work in progress and upon completion. Analyzes and resolves problems and conflicts arising from work in progress. Adjusts work assignments, procedures, and projects to expedite work flow. Coordinates activities with other regulatory City departments and state and federal agencies to ensure compliance. Participates in the selection and training of employees. Evaluates employee performance and maintains discipline. Reviews complex commercial, industrial, and residential development permits to determine compliance with building, planning, and zoning requirements. Advises, assists, and interprets provisions of City codes and permit requirements for developers, contractors, architects, and general public. Reviews section procedures and policies, and recommends revisions of policies and procedures to improve service levels and efficiency. Assists Division Head with special projects. Prepares oral and written reports. Performs other functions as assigned.
Education equivalent to graduation from an accredited two-year college with major coursework in building construction or a closely related field, and four years of experience in construction permit processing or building code enforcement; or any equivalent combination of education and experience which provides the following knowledge, skills and abilities:
DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: building construction methods, general codes and standards governing building activities, energy conservation and state housing codes, and other applicable municipal, state, and federal regulations; supervisory principles. Ability to: read and interpret construction blueprints, plans and specifications, building codes, and related regulations; prepare statistical reports and required records; supervise employees effectively; deal tactfully with the public; maintain cooperative working relationships.
HIGHLY DESIRABLE Possession of an International Code Council (ICC) Certification as a Permit Technician and / or ICC Certification as a Plan Examiner is highly desirable.
Bilingual fluency in English and Spanish is highly desirable.
