ORGANIZATION BACKGROUND Founded in 1979, the American Council for Technology-Industry Advisory Council (ACT-IAC) is the leading and most trusted educational nonprofit dedicated to improving government through the effective and innovative application of technology. ACT-IAC is the premiere public-private partnership in the government technology industry that provides an objective, vendor-neutral, and ethical forum where government and industry executives can communicate and collaborate on challenges and opportunities to advance government.
In order to preserve and uphold the integrity and mission of the organization, ACT-IAC has two independent components, the American Council of Technology (ACT) and the Industry Advisory Council (IAC). While each has its own identity, it is their relationship and intersection that drives innovation and advances achievement of government mission. The ACT and IAC Executive Committees communicate throughout the year and have joint meetings to ensure effective alignment.
American Council For Technology (ACT)
Government employees engage in the organization through the American Council for Technology (ACT). ACT was established in 1979 by government employees, with the encouragement of OMB and GSA, to provide a forum where Federal, state and local government employees could communicate and collaborate. It is an individual membership organization and membership is available for free to any full-time government employee. ACT is governed by an Executive Committee of senior government executives who establish the strategic direction for the organization and protect the integrity of the collaborative process.
Industry Advisory Council (IAC)
In 1989 ACT created the Industry Advisory Council (IAC) to provide an objective forum where government executives could communicate and collaborate with their industry peers. IAC has approximately 450 member companies of which over 70% are small businesses. IAC is a corporate membership organization and companies pay dues based on their government revenues. The IAC Executive Committee, a group of industry executives elected by the IAC membership, advises and supports the ACT Executive Committee.
In early 2018, ACT-IAC introduced a bold new strategic plan which was designed to enhance value for members while offering a transformative blueprint for building on the organization’s rich legacy of nurturing government and industry collaboration. Authored by the Executive Committees, the strategic plan addresses the rapid pace of change in the Federal IT environment, including emerging technology and related opportunities and challenges facing the Federal Government and industry partners. ACT-IAC increasingly needs to create cutting edge approaches to help members stay in front of these evolving trends and provide access to the latest in thought leadership through conferences and events, knowledge sharing between government and industry, and by delivering relevant professional and leadership development.
With this renewed approach to enhanced industry service, the Executive Committees will also focus on broadening the scope of ACT-IAC membership in order to better engage emerging industries with initial focus on the healthcare technology sector. ACT-IAC will provide activities specific to the healthcare IT industry by leveraging the insights and expertise of key government executives to increase exposure to engagement of potential healthcare IT firm memberships. Also new in 2018, ACT-IAC has merged their two major conferences –Management of Change (MOC) and Executive Leadership Conference (ELC) – into one major ELC program with an aggressive approach that is significantly re-imagining the format and expanding the content and attendees. It is positioned as the must attend conference in the government technology marketplace. The new program builds on ACT-IAC’s legacy of providing a rich opportunity to learn, network, and keep up on the latest issues, trends, practices and technologies while engaging new audiences through relevant, timely, and visionary programming.
KEY RESPONSIBILITIES The Chief Executive Officer (“CEO) will report to the Executive Committee and leads all facets of overseeing and advancing the $4.7M organization in accordance with the strategic plan and budget adopted by the ACT and IAC Executive Committees. S/he will serve as the ambassador and chief spokesperson to promote ACT-IAC as the preeminent thought leader on government technology issues and opportunities. The CEO will sustain and enhance member value by ensuring its mission to support the government, while driving financial sustainability for a healthy future.
External Relations. Proactively serve as ACT-IAC’s ambassador to myriad key external audiences, communicating a clear and compelling vision and message for the organization. Enhance the reach and effectiveness of ACT-IAC by forging key relationships that are vital the future of the organization. Serve as a thought leader on government technology issues and opportunities, and effectively represent the organization before government, private companies, media, and other relevant organizations. Maintain currency on critical industry issues by engaging with these leaders on a consistent basis.
Board Relations. Build and maintain strong, collaborative, and transparent relationships with the Executive Committees. Act as a servant leader, partnering with the ACT President and IAC Chair to implement the new strategic plan, enhance the achievement of the organization’s mission and create long-term financial sustainability. Develop a culture that encourages volunteer engagement, provides significant opportunities to be involved, and motivates individuals to be part of the organization. Develop and implement an annual business plan with appropriate reporting to and guidance from the Executive Committees.
Member Relations & Strategic Partnerships. Provide leadership to ensure there is a compelling value proposition and relevant offerings, programs and services for current and prospective members. Develop strong relationships with business and industry leaders and the federal government, while collaborating with other associations, nonprofit executives, and thought leaders to build coalitions around key issues impacting the industry. Identify strategic partnership opportunities that will strengthen the mission of ACT-IAC.
Programs & Events. Manage the organization’s programs in accordance with the strategic plan and with the priorities and budget approved by the Executive Committees. Monitor the quality and effectiveness of individual programs. Recommend changes to existing programs and new programs that will contribute to achievement of the organization’s objectives. Anticipate potential social and economic issues that will affect the government technology market and stay abreast of industry technology trends and best practices.
Operations. Provide fiscally responsible administration, developing an annual operating budget, exercising fiscal discipline over the investment of the organization’s resources, and enduring the accuracy and integrity of the organization’s financial information, internal controls, and reporting systems. Ensure that the organization’s governance structures, policies, and procedures are effective and compliant with all legal requirements.
Administration. Provide oversight and leadership of approximately 20 highly dedicated and skilled professionals who demonstrate a commitment to excellent member service and delivery of high-quality programs and events. Set a clear vision for goals and expectations, while encouraging an internal culture of creativity, innovation and entrepreneurial thinking. Attract, develop, and retain a high-quality, engaged and results-oriented team. Create an environment that promotes collaboration, teamwork, and develop a management and reporting structure for employees that best supports the mission and programs of the organization.
PROFESSIONAL EXPERIENCE The Chief Executive Officer (“CEO”) will be a dynamic, innovative leader who works in close collaboration with the ACT-IAC Executive Committee to offer a compelling, relevant value proposition to its members. S/he will be a forward-leaning leader, who builds upon the organization’s strong foundation to position ACT-IAC for the future. S/he will partner with the ACT-IAC Executive Committee in development of the strategic plan, and effectively execute against action plans to implement its key objectives. S/he will serve as the organization’s chief spokesperson to promote ACT-IAC as the preeminent thought leader on government technology issues and opportunities, building strong relationships within the government and industry to ensure the organization is attuned to the latest trends and thinking in the sector.
The CEO will sustain and enhance member value by ensuring its mission to support the government, while driving financial sustainability for a fiscally healthy future.
Specific experience and qualifications will include:
A minimum of 10 years of relevant and progressive levels of senior executive-level leadership experience in government, the government contracting industry, and/or relevant nonprofits. Track record for creating dynamic, evolving organizations. Ability to flourish in a complex and consensus-based environment in which success is driven by volunteers and staff.
Outstanding relationship and coalition building skills, key to forging and sustaining critical relationships with a broad range of constituencies built on trust both within the organization and with external stakeholders.
Stellar interpersonal and communications skills with significant experience serving as a spokesperson for their organization and ability to inform, persuade, and inspire target audiences. A recognized thought leader with a track record for serving as the principal spokesperson for an organization before the media, government officials, and business leaders.
Demonstrated sophistication and political savvy in working with a diverse set of interests. Passion for legislative and regulatory issues and extensive knowledge of US government policies, challenges, organizations and leaders, particularly in the government technology area.
Results-oriented with strong business acumen and track record for effectively empowering and developing staff including recruiting and retaining top caliber professional talent.
Successful record of growing top line revenue, establishing innovative sources of income, and driving sustainable growth through membership development.
