Summary The Executive Director (ED) is the chief executive officer of the Nueces River Authority (Authority). Under policies established by the Board of Directors (Board), the ED is responsible to the Board for: oAdministering the directives of the Board oKeeping the Authority’s records, including minutes of meetings of the Board oCoordinating with state, federal, and local agencies oDeveloping plans and programs for the approval of the Board oHiring, supervising, training, and discharging the Authority’s employees as authorized by the Board oContracting for or retaining technical, scientific, legal, fiscal and other professional services, as authorized by the Board oPerforming any other duties assigned by the Board Distinguishing Career Features The ED must be proficient in managing employees, project development, public relations, budgeting and financial management, and strategic planning. The ED should have a take charge mind set with a talent for diplomacy.
Essential Duties and Responsibilities •Plans, organizes, controls, integrates and evaluates the work of all of the Authority’s departments to ensure that operations and services comply with the policies and direction set by the Board and with all applicable laws and regulations •With the Authority’s department heads, develops and recommends adoption of the annual budget and other business, infrastructure, and resource plans •Monitors the implementation of adopted budgets •Establishes staff performance requirements and monitors and evaluates staff performance •Takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the Authority’s personnel rules and policies. •Provides day-to-day leadership and works with the Authority’s personnel to ensure a high-performance work environment consistent with sound management principles. •Works closely with the Board and public, private and community organizations and citizens groups in developing and implementing the Authority’s programs •Directs and coordinates preparation of public policy issues, long-range plans, and current and future action •Represents the Authority and works closely with boards, committees, and public and private officials •Develops the Board’s meeting agenda in coordination with the Board President and participates in all Board and Board Committee meetings. •Directs and oversees the preparation of a wide variety of reports and presentations •Oversees the preparation of press releases and materials for dissemination to the media and the public, while maintaining effective relationships with the media. •Directs and oversees the creation and maintenance of comprehensive, effective human resource management programs and policies •Participates in regional, state and national meetings and conferences to stay abreast of trends and technology related to water resource protection and development •Participates in professional and community organizations on behalf of the Authority •Maintains good working relationships with key community constituencies. •Performs other duties that support the overall objective of the Authority
Knowledge, Skills and Characteristics The position requires a good working knowledge of the principles and practices of management and administration, including budgeting, finance, and human resource management. Requires knowledge of state and federal laws and regulations governing the administration and operations of river authorities. Requires knowledge of the Authority’s statutory responsibilities and functions, and policies. Requires computer literacy. Requires well-developed human relation skills in establishing and maintaining effective working relationships with State, Federal, and other local officials, elected officials, subordinate staff, and citizens. Requires skills in determining, evaluating, and prioritizing the Authority’s needs for programs and services. Requires skills in understanding and interpreting complex laws, rules, regulations, policies, and guidelines. Requires skills in planning, organizing, and directing, through subordinate staff, the efficient, effective delivery of the Authority’s programs. Requires skills in developing operating policies and procedures. Requires skills in analyzing and resolving problems arising regarding the Authority’s programs and operations. Must possess positive work ethics, moral values, and integrity. Must possess self-motivation, discipline, initiative, effective communication skills, and diplomacy. Physical Abilities This position requires the ability to function indoors in an office environment engaged in primarily sedentary work and the ability to walk or move to various meeting locations. Requires the ability to read printed materials and computer screens. Requires sufficient dexterity to retrieve work materials and operate standard office equipment. Education and Experience The position requires a college degree in Public Administration, Finance, Business Administration, Engineering, Law, Environmental Science or related curriculums and experience equivalent to five years full time work as a Manager or Administrator, preferably of a governmental agency.
