Overview: The principal activity of the position is directed toward developing, administering ,maintaining and providing technical support for the patient management database and EMR (a customized version of Compulink’s Eyecare Advantage) used in supporting patient care and clinical teaching programs. The systems serve 120+ workstations in Minor Hall and the Tang Center Eye Clinic and off campus remote clinics. The system user base includes 180 clinical students, 82 clinical faculty members and 45 career staff. The incumbent designs and provides system training for faculty, students and staff. The incumbent must be well versed in administrative matters related to clinical operations, such as electronic health care insurance billing, HIPAA privacy and data security regulations, and the operational flow of a busy complex vision care practice. The incumbent must have the ability to work with system stakeholders at all organization levels to gather requirements data and analyze workflows to come up with technical solutions. The position oversees the electronic medical record system (EMR) which was introduced in May 2007 and plays a key role in working with clinical faculty to customize the EMR applications for specialty clinics, including user interfaces. There are two API integrated software systems for patient communication and check-in kiosks supported by this position. The incumbent will update and support the internal and external clinic websites. This position supervises Optometry Clinic desktop support and desktop support personnel.
Key Responsibilities: •Applies technical expertise and business analysis concepts to identify, evaluate and define complex systems scope and objectives through research and fact-finding combined with an understanding of applicable business systems and industry requirements. Development and Continuous Improvement of Systems PM / EMR. Plans, designs and implements future development of the systems. Enables effective use and intergration of related resources and processes such as Eyefinity (VSP vision insurance and optical lab website), Medicare, Emdeon and other insurance billing entities/mechanisms. •Provides technical expertise in identifying, evaluating and developing complex systems and procedures. Working with clinic chiefs and management, help identify process improvement opportunities and coordinate best practices across the organization for usage of our healthcare management systems. •Gathers, analyzes, prepares and summarizes business and user needs, documenting requirements, and revising existing system logic difficulties as necessary. Prepares functional specifications and requirement documents for new systems and applications; Leads requirements gathering sessions and system change control process •Creates complex specifications for systems to meet user requirements. Design and implements solutions as computing system user interfaces and physical layout of equipment, hardware and facilities. Analyses and manages equipment utilization balancing operational and future needs against available resources. •Validates requirements against needs. Executes test and QA plans; tests and evaluates impact of system and software changes and implementation of new system components (change control processes). •Applies business systems concepts to design details of complex automated systems. Plans and executes unit integration and acceptance testing. Develops and documents system test plans and executes extensive system testing. •Develops complex user interface designs. Regularly develops complex reports and develops clinical EHR templates. •Plans and executes unit integration and acceptance testing. Develops and documents system test plans and executes extensive system testing. •Participates in cross-functional teams to solve complex business or systems issues. Identifies opportunities for improvement and help implement best practices and workflow changes. Coordinates application updates and configuration changes with Clinic Privacy and Security personnel to ensure system integrity and compliance with applicable rules policies and law. •Guides and advises less-experienced Business Systems Analysts. Works closely with peers in partnership to perform complex business system analysis work. •Provides user support and training on new applications. Plans, designs and implements user training in computing system, EMR and database use and related policies. •Provides input to Requests for Proposals (RFPs) or writes portions of RFP document. Leads requirements gathering sessions; performs vendor product evaluation; and provides critical input on RFPs and vendor product negotiation. •Supervises Optometry Clinic desktop support and desktop support personnel. Day-to-day supervision of represented employees covered by a collective bargaining agreement. Develops and assigns work schedules for staff. Conducts ongoing performance evaluations. Recommends corrective action as appropriate. Provides leadership and direction to staff in assigned service areas. Monitors daily work through Service-Now tickets. Approves time cards in CalTime and reviews requests for time off.Education/Training: •Bachelors degree in related area and/or equivalent experience/training •On the job experience with Healthcare systems including (Electronic Health Records and Practice Management Systems) •Knowledge of current applicable HIPAA regulations governing the use and custody of patient health information.
