Government Contracting Solutions, a wholly-owned subsidiary of Preferred Systems Solution (PSS) is looking for a Senior Acquisition Specialist with various contracting experience for a full time on-site position with a Federal customer in Washington, DC. The candidate will participate in the following tasks.
Acquisition Planning Support
Act as a liaison between the program office teams and contracting units during the acquisition planning phase from the identification of a requirement through acquisition package submission to contracting unit; remain proactive and adaptable to address program office needs within FBI’s dynamic environment
Engage with contracting unit/officer to establish acquisition strategy and timeline
Provide guidance on existing contracts to streamline/maximize consolidation opportunities and reduce duplicate purchases
Support acquisition program team in developing requisite written documentation in line with agreed upon acquisition strategy and timeline
Provide guidance on market research techniques and assist with collecting and analyzing information about capabilities within the market to satisfy agency needs.
Assist with the development of agency needs to ensure that clear and complete written requirements (statements of work) are included in acquisition packages. This includes working with the Document Review Support Team (DRST) to provide assistance as necessary.
Assist with the development of detailed cost estimates for the services and/or supplies to be acquired.
Assist with the development of justifications for other than full and open competition that fulfill at least one FAR exception criterion. This includes working with the DRST to provide assistance as necessary.
Assist with the development of acquisition plans, ensuring all elements are completed and thorough. This includes working with the DRST to provide assistance as necessary.
Track program team timelines to ensure packages are submitted to Contracting Officers with ample Procurement Action Lead Time (PALT).
Document acquisition plans/strategy and maintain contractual documents over the life of the project. Ensure acquisition packages include an Independent Government Cost Estimate (IGCE), ensure that documents required by government ethics and procurement integrity (confidentiality agreements and non-disclosure statements), as well as evaluation panel appointing letters are signed and retained, as applicable, Participate in acquisition strategy planning meetings.
Review procurement actions and ensure actions have been vetted and approved through the FBI’s Zero-Based Resource Allocation (ZBRA) process.
Assist with planning, developing, and conducting training to program offices on acquisition processes and related guidance/policies.
Schedule, prepare, and assist in the facilitation of vendor conferences, as directed by the Contracting Officer, draft notices (synopsis, sources sought, request for information, etc.) for publication in the Federal Business Opportunities (FedBizOpps).
Provide support necessary to assist Contracting Officers with oversight and controls to keep the suppliers performance in compliance with the required contractual standards, tracking and monitoring the performance of the suppliers and the progress made on delivery/task orders or contracts, ensuring the appropriate cost reports are submitted to the Contracting Officer as required, provided support necessary to monitor and advise of contract financial condition.
Top Secret clearance required to start
30+ years of experience providing pre and post award contracts support to the Federal Government, with 10+ years of specific experience in construction/facilities type contracts, or equivalent combination of relevant experience and training
Bachelor’s degree Bachelor’s Degree or 34 years of experience in Federal Contracting
Masters Degree in Business, Government Contracting
FAC-C or DAWIA Level III Certification in Contracting or equivalent
Experience as a Federal, Warranted Contracting Officer
