Supported by a certified person, this Director will be responsible for the banks compliance with CASS, including governance and oversight, reporting to the governing body and submitting the CMAR.

The purpose of this role is to support the reasonable steps taken in the discharge of those first line-of-defence obligations.

It is possible that other regulatory reporting and oversight related duties will form part of this role, including Transaction Reporting.

Responsibilities:

• Overseeing the Bank's compliance with CASS regulations, ensuring a Regulatory centre of excellence.
• Ensure that the CASS framework is sufficiently robust with clearly documented roles, responsibilities and procedures.
• Ensure there are robust risk and control frameworks in place which meet the Bank's policies and procedures, including communication, training and awareness.
• Provide first line of defence assurance that operations are complying with the CASS rules.
• Support the certified person in running the CASS Governance Forum, ensuring the forum is well informed, has clear evidence of its decisions, risk tolerance, and reporting.
• Support the certified person in reporting CASS matters to the Bank's governing body, the Court.
• Work with Operations and Compliance to ensure that policy decisions are clearly documented and approved by relevant governance.
• Liaise with the client businesses to ensure they are operating with the CASS framework.
• Manage the CASS Office to ensure they are adequately addressing risks and issues within the Bank and ensuring appropriate collaboration with the relevant stakeholders, such as Operations teams and governance fora.
• Lead and drive implementation projects, for delivery of changes to the CASS rules.
• Support Compliance in providing analysis of industry fines and issues taking the lead in creating and delivering action plans.
• Work with Compliance to represent the Bank at relevant CASS industry group such as those run by trade bodies such as AFME and BBA.

The Candidate:

• Strong experience of CASS rules gained either in Compliance or from working in the first line (preferably a CASS Operations Office).
• Lead the decision making process in the investigation of CASS incidents and breaches. Ensure the incident/breach process is adhered to from an escalation, and reporting perspective. Liaise with Compliance regarding breaches, and FCA as required.
• Significant experience of other Regulatory reporting requirements e.g. Dodd Frank, MiFID2, DGSD, SMMD, etc
• Excellent people management skills
• Understanding of operational risk frameworks and systems.
• Sharp business acumen (including the ability to assess risk and appropriate levels of return), strong leadership qualities, excellent interpersonal skills and multi cultural awareness and sensitivity.
• Ability to navigate a geographically dispersed customer and product base.
