Strategic Insight, Ltd., a privately-owned, 125+ staff member Professional Support Services government contractor, is seeking an experienced Contracts Manager. This individual will be responsible for full-life cycle contract management of our prime federal contracts/Task Orders, IDIQs/GWACs, and subcontracts. This person will also support business development with teaming agreements/NDAs, price proposals, and RFP communication with contracting officers and business partners. This individual will work at our corporate offices in Arlington, VA and work closely with business development, case leaders, accounting, and other stakeholders.
Specific responsibilities include:
Prepare, review and/or negotiate contracts/subcontracts of varying types (FFP, T&M, IDIQ, CPFF, performance based, etc.), teaming, consulting, and non-disclosure agreements, Memorandum of Understanding and other contract related documents
Review contracts, including price, terms, and conditions, and subsequent contractual documents for legal sufficiency prior to execution
Formulate, draft, and negotiate contract and/or subcontract proposal modifications
Directly execute, administer, manage, and maintain all contract records, including customer and subcontracts records
Organize and maintain prime and subcontract contract records
Ensure compliance with contractual requirements, including managing contract reporting requirements (i.e. Contractor Manpower Reporting, Subcontractor Reporting, ITAR, etc.)
Serve as point of contact with internal customers (i.e. Case Leaders, BD, Accounting, etc.) concerning specific contract questions, issues, and problems
Serve as point of contact on contractual matters with our customers’ Contracting offices
Foster and maintain sound and reliable relationships with counterparts in customer organizations
Provide contractual guidance to service delivery teams on best ways to meet contractual requirements and customer requirements
Participate in review of RFP’s contractual requirements and prepare response supporting RFP responses by leading pricing and contract volumes, managing contracting officer communications, and ensuring contractual compliance with RFP terms
Maintain up-to-date contractual records in various federal databases, such as SAM.gov and CPARS
Coordinate required reviews and preparation with outside legal counsel when necessary
Perform other duties as assigned
The ideal candidate will have:
Must have a strong command of the cradle-to-grave government contracting process
Minimum of ten years of work experience in federal contract administration and/or management for a federal government contractor
Minimum of three years of experience administering contracts, including contract closeout.
Minimum of two years of experience supporting federal price proposals
Minimum of three years of experience communicating with federal contracting officers
Minimum of three years of experience with Navy contracting.
Working knowledge of relevant laws, regulations, terms, conditions, and policies governing federal support contracts, including federal FAR, DFARS and other relevant guidance
Ability to obtain a secret security clearance. Current clearance of SECRET, or higher, a plus
Must be able to maintain the highest level of professionalism, confidence and integrity while directly dealing with internal and external customers
Demonstrated ability to think outside the box when developing contract-related solutions or strategies.

Strong verbal, written, and inter-personal communication skills
Requires Proficient computer skills
Contracts administration/management experience is a plus
BA/BS degree in a related field or equivalent experience
Professional Certification (CPCA, CPCM) is a plus
