Reports to the Accounting Supervisor. Accountable for fiscal administration and control of numerous Federal, state, and private source grant programs, in accordance with applicable generally accepted accounting principles, legal and contractual requirements; responsible for budget development and preparation process for College grant proposals; determines allowable costs for grant programs; prepares financial statements and granting agency reports; develops and prepares audit schedules; counsels and directs grant project managers regarding appropriate use of grant funds; ensures proper amount of indirect costs are recovered by the College. Monitors day-to-day accounting and prepares summary financial reports on a monthly basis for the appropriate grantor and grant project managers.
Prepare grant budgets for College grant applications for submission to external granting agencies.
Determine and interpret the Federal, State, or external agency laws and regulations governing each proposed grant project or funded grant award; ensure the College is in full compliance with legal requirements. Keep informed of individual contract terms, applicable OMB Circulars and Uniform Guidance, and College Board Policies & Procedures; attend professional development seminars and conferences on grant administration and fiscal-related topics.
Maintain the day-to-day accounting for assigned grants, including establishing general ledger system accounts for funded grants; maintain files of original grant documents, correspondence, and financial records in auditable condition at all times; prepare internal accounting system budget adjustments; monthly accruals and other necessary adjustments.
Act as College liaison with external granting agencies for all fiscal administration and compliance issues related to grants.
Determine accuracy and allowability of costs proposed to be charged to grant projects to ensure that the College is in compliance with all applicable grant cost principles.
Approval for all documents initiating charges to grant accounts.
Analyze spending patterns and project expenditures on grant project accounts against agency-approved cost categories; determine the need for formal grant budget modification requests; coordinate project director efforts and direct the process of redeveloping grant budgets within agency and legal constraints; develop, prepare and submit necessary final grant budget modification requests to external agencies.
Prepare monthly account analyses and fiscal reports within allowable timelines for all grants in accordance with agency rules, legal requirements, and generally accepted accounting principles.
Submit drawdown requests for funds from external agencies. Manage cash for all grant accounts to minimize time that College funds are advance for grant expenditures.
Prepare audit schedules in accordance with grant contract provisions and governmental auditing standards; obtain and maintain knowledge of the Federal Single Audit Act provisions and related regulations; provide requested financial analyses and information within required timeframes to College internal and external auditors, granting agency monitors, or government auditors.
Prepare specialized internal reports as requested by Management.
Other related duties as assigned.
Minimum of 2 years experience in Accounting.
Bachelor's Degree in Accounting, Finance, or Business.
3-5 years accounting experience w/at least 2 years in a fund accounting environment, including exposure to externally funded programs.
