The University of Missouri-St. Louis is searching for an engaged and active International Students and Scholars Support (ISSS) Services Manager who believes in the transformative power of an international education.
Reporting to the Associate Director for International Enrollment, and under the general supervision of the Executive Director of the Office of International Studies and Programs, the ISSS Manager serves as University Primary Designated School Official (PDSO) and Responsible Officer (RO), a vital role in UMSL's strategic approach to international student enrollment and retention.
The Manager supervises international student and scholars support services and, in collaboration with the campus DSOs, coordinates all legal documentation aspects for the issuing of visas for international students, freshmen and transfer, as well as for international faculty and staff members. The Manager trains and manages the ISSS staff members, and advises international students and scholars on visa matters and their residence status, as appropriate.
The University of Missouri-St. Louis (UMSL) has over 16,000 students, 400+ of whom are international students from over 70 countries, and is the largest public research institution located in Missouri's most diverse, populous, and economically vibrant region. International Studies and Programs engages student, campus and community learning through a wide range of initiatives, programs and services. ISP supports study abroad and exchange opportunities, services for international students and scholars, collaborations with area organizations to enhance the region's cultural life and economic development, organizes and presents a wide variety of diverse events that engage, inform and enlighten on international affairs and other peoples and cultures. ISP efforts have been based on a foundation of a faculty committed to internationalization with six endowed international professorships and nearly 30 faculty fellows whose internationally focused research projects are supported through ISP.
Serve as Primary Designated School Official (PDSO)
Serve as main point of contact with the Student and Exchange Visitor Program (SEVP) and supervise all non-immigrant visa and immigration SEVIS processes and services for international students enrolled at UMSL on a F-1 visa;
Advise international students on F-1 visas to support compliance with SEVP regulations;
Train and supervise DSOs to assure ongoing competence and compliance with SEVP requirements;
Support reporting within regulatory deadlines to ensure university SEVIS compliance for new and continuing students and supervise certification and re-certification processes under SEVP for F-1 visas;
Interpret F-1 regulations and develop institutional policies and procedures.
Serve as Responsible Officer (RO)
Ensure institutional compliance with SEVP for international students and scholars on the J-1 visas;
Train and supervise alternate responsible officer(s) (AROs);
Be thoroughly familiar with the Exchange Visitor Program regulations and policies;
Validate the arrival and participation of each exchange visitor.
Process and submit H-1B petitions to United States Immigration and Citizenship Services for hiring non-U.S. faculty and staff members .
Advise international students, scholars, faculty, their dependents, administrators, and staff on topics related to their status in the United States, including visa, immigration, employment, travel, and academic or research matters;
Advise international students, scholars, faculty, their dependents, administrators, and staff regarding federal immigration and employment regulations, UMSL resources, and related matters;
Work collaboratively with other Office of International Studies and Programs staff in international student recruitment, admissions, enrollment, and exchange to ensure university enrollment targets;
Analyze and make recommendations regarding government rules and trends affecting UMSL's international students and scholars;
Analyze, evaluate, and implement business process improvements to enhance operational efficiency and customer service;
Prepare operational and statistical reports for government agencies, educational institutes, university leadership, and to support office objectives;
Serve on various university committees, as needed;
Represent the Office of International Studies and Programs on campus and the St. Louis area, as needed;
Represent the university with the utmost of professionalism in interactions with municipal, state and government offices, United States Foreign Service missions and embassies abroad, and other organizations and institutions, as needed.
Bachelor's degree in higher education administration, international education administration or related, or academic field;
Three to five years progressive evidence of increased responsibilities in higher education administration;
Experience with immigration legislation, SEVP, and the SEVIS system, and eligibility to become a PDSO and RO according to DHS rules and regulations;
Experience working with international students for whom English is a second language;
Demonstrated success with international student advising experience;
Ability to create, compose, and edit written materials;
Excellent communication and presentation skills;
Demonstrated leadership and supervisory skills;
Ability to oversee and execute several key projects simultaneously;
Ability to travel within the U.S. and abroad, as needed;
Strong organization and problem-solving abilities.
Experience with H1-B visa application processing;
Experience travelling, working, studying and/or living abroad;
Working knowledge of a foreign language;
Working knowledge of database and CRM system operation, specifically, but not limited to, PeopleSoft, Ellucian and Slate;
Strong interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse community.
