STATEMENT OF DUTIES:
The Registrar provides senior-level vision, leadership, and administrative direction to the College's initiatives related to the course schedule and Registrar's Office. The Registrar ensures student record integrity and compliance with state, federal, and College regulations. The Registrar collaborates with leadership across the College's four locations from Admissions, Financial Aid, Enrollment Centers, Academic Affairs, Information Technology Services, Institutional Research, Administration & Finance, Marketing & Communications, and Facilities to ensure the practice of shared governance and transparency, while helping to move the College toward comprehensive, innovative solutions to empower and meet the evolving needs of the Bristol community.
SUPERVISION RECEIVED: Reports to the Vice President for Student Services and Enrollment Management.
SUPERVISION EXERCISED: Oversees an Associate Registrar, an Academic Coordinator, and full-time and part-time clerical support.
DUTIES AND RESPONSIBILITIES:
Maintain the accuracy, integrity, security, and storage of student academic and demographic records, collection of student information, and appropriate compliance reporting to federal and state agencies (i.e. IPEDS reporting, National Student Clearinghouse, Higher Education Information Resource System [HEIRS]).
Evaluate degree plans and maintain degree audit processes, evaluate transcripts, recommend policies and procedures, and make recommendations and enhancements to support student recruitment and retention.
Prepare and disseminate the fall, spring, and summer master schedule of classes in collaboration with Academic Affairs leadership.
Manage the technical components of registration, add/drop, curriculum collection, enrollment verification, and midterm and final grading.
Supervise the confidentiality of student records in compliance with the Family Educational Rights and Privacy Act (FERPA) and deliver FERPA training to College constituencies.
Provide timely reports and analysis to College leadership, including the President's Leadership Team, Enrollment Management, Academic Affairs, and Institutional Research.
Build, administer, and evaluate the Registrar's Office budget. Work closely with the Vice President of Student Services and Enrollment Management to develop annual budget proposals.
Verify students' graduation status; help lead the College's planning and execution of the annual Commencement event (i.e. student card distribution, line up, procession of students, etc.).
Supervise, develop, and lead all Registrar's Office staff, including an Associate Registrar, an Academic Coordinator, and full-time and part-time clerical support. Conduct regular performance evaluations to ensure continuous improvement and identify potential opportunities for growth. Work closely with Human Resources to create talent development plans and implement appropriate performance improvement plans.
Promote a positive and inclusive work environment that supports the professional growth of staff while fostering a commitment to service excellence.
Serve on various leadership councils for Student Services and Enrollment Management and Academic Affairs.
Work collaboratively with College leadership to recommend and implement tactics that ensure a low course cancellation rate each semester.
Provide training to the Data Integrity Group on entering non-credit information.
Serve as a Designated School Officer (DSO) for the college, meeting the needs of the enrolled international student population via enrollment monitoring, process requests for OPT/CPT, and authorize reduced course loads when appropriate through SEVIS
Actively engage with professional organizations (e.g., AACRAO, NEACRAO) to stay current on professional development, higher education trends, and best practices.
Lead and serve on various College committees, as needed.
Other duties as assigned by the Vice President of Student Services and Enrollment Management.
Oversee Degree Works and College Scheduler software; maintain accuracy, and ensure curricular cohesion across the College's academic catalog and Degree Works.
Remain current with Ellucian/Degree Works release guides, E-Communities (Ellucian), and trends and emerging best practices as they relate to Bristol's enterprise systems.
Provide assessment, planning, and integration of technological advances. Serve as primary developer and lead collaborator of Banner Student module enhancements, including but not limited to course registration, admissions, financial aid, advising, and testing.
Serve as a liaison to Information Technology Services. Provide leadership support for ongoing technical projects in Banner and EMS.
Bachelor's degree required and experience in a higher education environment that demonstrates:
Progressive leadership and administrative experience, with at least four years as a Registrar or Assistant/Associate Registrar.
Progressive supervision and management experience, with at least four years supervising professional staff members.
Thorough knowledge of building a college course schedule, registration processing, grading systems & accountability measures, academic policies & procedures, scheduling procedures, and graduation/degree eligibility.
Progressive understanding and command of technological best practices for a college Registrar/Records department.
Successful history of collaboration with others across divisions to build effective relationships, particularly with the Admissions, Financial Aid, Enrollment Centers, Academic Affairs, and Information Technology areas.
Demonstrated ability to strategically manage and grow department human and capital resources.
Commitment to the community college mission and serving the needs of first-generation and traditionally underserved populations.
Knowledge and understanding of FERPA, state and federal regulations, and other applicable laws.
Strong interpersonal, communication, writing, and organizational skills.
A commitment to embracing diversity and serving the needs of a diverse population, including the ability to work effectively with a diverse faculty, staff, and student body.
Master's degree in higher education or related field.
Demonstrated experience with Ellucian Banner, EMS, Argos, Degree Works, and College Scheduler software.
Demonstrated expertise and commitment related to assessment and continuous improvement of enrollment and/or student services operations.
Demonstrated ability to develop and use predictive modeling and data analytics to enhance enrollment management initiatives.
Comprehensive, multi-campus community college experience.
Demonstrated commitment to the principles of shared governance and transparency.
Experience with International Student Advising and SEVIS.
Ability to speak a language in addition to English.
POSITION STATUS: This is a full-time, non-unit position with benefits, some nights and weekends required.
SALARY: Commensurate with qualifications and experience.
