Summary Strategic Sourcing & Procurement Manager - IT P.4
Develops and executes strategic sourcing and contract management strategies for the Information Technology Department, maintains supplier relationship management and stakeholder engagement in accordance with professional standards.
Essential Duties and Responsibilities:
Sourcing Strategy & Procurement
Develops and executes lifecycle category management strategies for indirect spend categories across the organization. Leads sourcing teams in making decisions necessary to purchase products and/or services in alignment with organizational objectives, Information Technology and sourcing strategies.
Collaborates with business stakeholders to frame and develop project objectives, requirements, and sourcing strategies prior to supplier engagement. Maintains overall business ownership of specific commodities to include managing, facilitating, and monitoring communications with suppliers and NRECA employees.
Acts as primary contact with potential suppliers during the RFx, selection, and negotiation process. Leads supplier negotiations throughout RFx and contracting process to achieve optimal savings, value, and risk profile.
Analyzes spend data, market conditions and other business criteria to proactively identify opportunities to improve leverage, minimize risks and reduce total cost of ownership. Develops and maintains a qualified supply base, while understanding technology trends and market influences.
Assists in developing junior associates on strategic sourcing methodology and techniques as well as negotiations strategies and tactics.
Ensures corporate governance during procurement lifecycle. Monitors internal and external compliance with policies and take corrective actions, as appropriate. Promotes ethical behavior by ensuring team understanding of ethical responsibilities.
Business Partner & Liaison
Provides an expert level supply chain perspective and advice to senior executives and business colleagues on major projects and initiatives especially Information Technology including strategic negotiations, supplier and alliance contracts, supplier performance management, and spend strategies.
Drives the use and continued adoption of supply chain best practices. Develops and maintains positive working relationships with internal stakeholders at all levels of NRECA. Regularly informs stakeholders and promote the services and value proposition of the department.
Plans and executes communication strategies to ensure accurate and timely flow of information to internal customers and business stakeholders and externally to suppliers.
Participates in the development, optimization and implementation of departmental policies and standard operating procedures to ensure appropriate business controls and measurements are in place and enable the effective and efficient operations of NRECA staff.
Tenaciously work to meet or exceed change management goals while deriving satisfaction from the process of continuous improvement.
Supplier Performance Management
Develops supplier strategy for the assigned spend category(ies). Develops and maintains positive and objective "arm's length" relationships with suppliers to ensure that suppliers are performing as anticipated and are meeting contract requirements in the most efficient and effective manner.
Drives suppliers to perform at a high-level, and identify and report on non-performing suppliers. Analyze supplier performance, compare service and/or product offerings and specifications, perform site visits as required and resolve contract and invoice differences. Act as the liaison between NRECA stakeholders and supplier staff for material or high-profile supplier disputes.
Identifies opportunities to better align spend and improve supplier management. Ensure all documentation is complete and accessible in contracts repository. Manage existing contracts to anticipate and prepare for ongoing renewals.
Leads the contract negotiation and redlining process with suppliers to draft contracts that accurately capture business, technical, and legal requirements (including contractual and purchase order documentation). Act as primary liaison between business stakeholders and supplier during negotiations.
Works closely with legal and risk groups to ensure consistent communication and resolution of significant legal and risk issues throughout the negotiation process. Ensure and adhere to corporate procurement policy directives and applicable federal government regulations.
Requirements and Qualifications
Formal Education Required:
Bachelor's degree in Supply Chain Management preferred, Business Administration or a relevant field. Institute of Supply Management certification desired.
Ten years of experience related to s trategic sourcing, contracts, supplier management and procurement with an Information Technology focus necessary. Extensive experience in managing the end to end sourcing process from requirements gathering through RFx and contracting preferred.
Knowledge, Skills and Abilities Required:
Extensive experience in developing and applying negotiations strategies to reach favorable pricing and contract terms and conditions as demonstrated by prior work experience.
Experience in change management (e.g. leading business stakeholders through the process of learning how to effectively engage procurement).
Ability to determine and apply negotiation strategies that lead to favorable contract terms and conditions and improved pricing as demonstrated by prior work experience.
Ability to ensure coordination between the client department, Information Technology and purchasing to ensure a transparent process from what is wanted and needed, whom to negotiate with, select a vendor and then ensures the contract is in compliance with NRECA guidelines as demonstrated by prior work experience.
Ability to be persuasive, negotiate, and collaborate with individuals at all levels inside and outside of the organization as demonstrated by prior work experience.
Ability to lead people and foster collaborative skills and consensus building while operating in a fast-moving environment as demonstrated by prior work experience.
Ability to lead highly visible multidisciplinary project/program teams or initiatives and provide leadership as the authority in a specialized field as demonstrated by prior work experience.
Ability to use Microsoft Office tools at the master level (Excel, Word, Power Point) in the day-to-day essential duties of the job as demonstrated by prior work experience.
