Where You Will Work:
Located in Boulder, Colorado, the National Center for Atmospheric Research (NCAR) is one of the world’s premier scientific institutions, with an internationally recognized staff and research program dedicated to advancing knowledge, providing community-based resources, and building human capacity in the atmospheric and related sciences. NCAR is sponsored by the National Science Foundation (NSF) and managed by the University Corporation for Atmospheric Research (UCAR).
What You Will Do:
Responsible for leading the NCAR Budget & Planning operations staff and its processes, including the oversight of NSF Base operating funds. In a matrix-managed environment within the UCAR Office of the CFO, works with the NCAR executive team on strategic and annual program planning and business development. Oversees laboratories/programs detailed operating budget development, and directs the development and monitoring of NCAR’s indirect cost and recharge/facility rates. To succeed, the incumbent must be well informed and versed with NCAR, including its Program Operating Plan.
Responsible for overseeing complex statistical analyses on complex staffing and budget analyses for senior NCAR management and UCAR’s CFO Office, as well as reporting to NSF, other external funders and the UCAR Board - Budget and Programs Committee.
Ensures the NCAR Budget Operations team is prepared to address urgent management and NSF requests for financial analyses. To accomplish this, the incumbent should possess the aptitude to anticipate demands in order to be prepared to respond quickly and with a high degree of precision. Fosters an environment of teamwork, accuracy and excellence.
Responsible for key functions that directly support decision-making by the NCAR Director, NCAR Deputy Director and UCAR Budget & Planning Director in their relationships to UCAR, NCAR Laboratories/Programs, NSF, the community and other stakeholders.
Budget Management and Cost Analysis
Within the NCAR Directorate executive team, develops, assesses impacts of proposed financial and organizational changes.
At the NCAR level, directs, interprets and implements best practice budget planning and development procedures and guidelines for NCAR in coordination with UCAR offices.
Directs the analysis of staffing and budget data for institutional statistics and other management reports, including NCAR’s annual Program Operating Plan to NSF.
Serves as primary NCAR liaison with the UCAR CFO Office on base operating financial processes.
Oversees the development of financial reports and special projects as determined by the UCAR Director of Budget & Planning.
Oversees the development and monitoring of the Center’s operating budget, including projections of NSF Base operating carryover; multi-year scientific project encumbrances; and NCAR's reporting to NSF.
Partners with CFO Office and NCAR executive team in strategic and annual program planning, and annual budget reviews through the calculation of confidential budget scenarios, cost of business, and long range forecasting.
Analyzes data and anticipates and advises the UCAR Director of Budget & Planning, NCAR Director and NCAR Deputy Director on budget concerns.
Provides recommendations for NSF preliminary and final institutional budgets.
Leads staff in performing complex analysis including trends and projections recommendations to NCAR Director and NCAR Deputy Director.
Oversees the development of responses to external surveys and information requests.
Assists the UCAR CFO Office in responding to NCAR budget-related audit issues raised by management, internal/external auditors or the NSF Office of the Inspector General.
Directs NCAR Budget & Planning staff in the development of processes for NCAR managers and administrative staff regarding operating budget preparation.
Oversees laboratory/program NSF Base and Indirect budgets relative to budget targets and management criteria. Reviews and approves NSF operating budgets.
Is a member of the UCAR Renewal and Replacement Fund Committee, charged with reviewing special purpose and general purpose equipment requests funding.
Interacts with NSF staff for the development of NSF Form 1030 for Base funding.
Creates complex analyses on incremental funding needs per NSF’s guidance of available funding.
Leads the NCAR Budget Administrators’ Committee and participates/leads other institutional committees or working groups charged with improving budget systems and procedures, e.g. business/financial tools, TIGER teams.
Presents concise, summarized financial information to the NCAR Executive Committee.
Within NCAR’s matrix-managed environment and without direct supervision, responsible for partnering with NCAR Lead Administrators and Assistant Directors for Administration in providing contemporary financial data for institutional decision making, ensuring the timeliness and accuracy of such information.
Participates in NCAR’s Funding Opportunity Creation and Review Committee (FORCe), helping identify, discuss and facilitate higher-dollar funding opportunities across NCAR laboratories and/or other entities, ensuring they align strategically with the institution’s & NSF’s priorities. Manages the Budget & Planning Office operating budget and reviews and approves purchase requisitions and requests for payments.
Reviews all NCAR entity purchases over $250K and Science & Technology Opportunity / Risk Mitigation (STORM) funding requests, providing approval.
NCAR Indirect Cost Rates
Leads staff responsible for developing and monitoring of the NCAR Provisional/Interim/Final Indirect Cost Rate, and Facility/Recharge Center Rates.
Oversees the analysis of spending trends and related management reports.
Reviews lab/program indirect cost spending and recommends approval of out-of-cycle indirect budget changes to the UCAR Budget & Planning Director.
In coordination with the UCAR CFO Office, provides guidance to NCAR programs related to indirect cost spending including compliance with OMB Uniform Guidance and UCAR policy and procedures.
Budget Operation’s Team Supervision and Management
Supervises budget and planning staff responsible for NSF Base budget operations including budget and cost analyses.
Provides training, coaching, and setting performance and development goals for staff.
Fosters an environment of teamwork, accuracy and excellence.
What You Need:
Education and Years of Experience:
Baccalaureate Degree in a relevant academic discipline; or an equivalent combination of education and relevant experience.
At least ten years financial experience in a related field in academic or research institution; if Master’s Degree, then six years qualifying experience or an equivalent combination of education and experience which qualifies the individual to perform the duties as described.
Requires five years supervisory experience.
Knowledge, Skills, and Abilities:
Demonstrated high level of skill in managerial and budget functions preferably in a complex environment of non-profit organizations with federal funding.
Expert analytical skills and ability to break-down complex problems and provide guidance on implementation of recommendations; advanced skill in data analysis concepts.
Proven experience in elements of budgeting including budget development, budget monitoring, budget forecasting, budget accounting and reporting of direct and indirect costs in a complex federal funding environment.
Strong facilitation skills and the ability to communicate effectively with executives and staff members.
Ability to prioritize tasks and skill in meeting deadlines under time pressures.
Exceptional written and oral communication skills.
Advanced ability to communicate effectively at a number of levels, both interpersonally and publicly, and with those without a financial background.
Demonstrated experience in report preparation.
Expert knowledge of government and institution funding requirements, policies and procedures.
Expert knowledge of electronic business and financial tools, preferably IBM Cognos and IFAS
Experience in exercising discretion in handling sensitive and confidential information.
Advanced knowledge of Microsoft office products, to include graphs, manipulation of spreadsheets and chart presentations.
Desired But Not Required:
Desired but not required: Experience with cost accounting practices and budget principles pertaining to non-profit research institutes or FFRDCs.
Desired but not required: Experience with Google suite.
