Posting Salary: The hiring range is $95,000 to $110,000. Commensurate with experience.
Position Summary: Reporting to the Executive Director of UCOP HR, the Payroll Team Leader provides subject matter expertise in the area of payroll and operational leadership to staff who perform the activities associated with the generation of payroll for the Office of the President employees. Transactions include accurate processing of timekeeping records, labor distributions, vacation and sick accruals, overtime, tax withholding status, employee benefits, pay adjustments such as retroactive pay and overpayment corrections.
Customer Service may be internal (within Local HR) and/or external (within UCOP, UC Path Center and UCLA Finance) in nature and may include activities relating to implementing and monitoring payroll programs, policies and procedures. The Team Leader is also responsible for developing and maintaining external relationships. This is also a critical role for all of UCOP overseeing the I-9 program and e-verify (when applicable). Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Sets up Internal Payroll deadline calendars for Time Reporting System, and UCOP deadlines for time reporting and pay transactions.
Reviews, tests, and approves recommendations for functional programs. Responsible for PeopleSoft (UC PATH) system testing for HR and Payroll. Is the key point of contact for UC PATH and focuses on ensuring business process flows are current and accurate. Is UCOP's central point of contact for UC PATH problem resolution.
Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

Duty 1: Contributes to the development, implementation and maintenance of OP processes and procedures for payroll and HR administrative service in accordance with payroll and HR policies and procedures.
Ensures delivery of quality customer service to various constituencies by monitoring payroll and HR transactions. Acts as advisor to payroll and HR service line and may become actively involved as required, to meet schedules and resolve complex problems.
Coordinates the collection of information, prepares summary schedules for submission to decision-makers or external agencies, answers questions from department and coordinates responses from OP.
Maintains client and vendor relations for the payroll service line.
Reviews and approves complex payroll transactions performed by direct reports. Applies advanced payroll concepts to research, reconcile and resolve complex payroll analysis, transactions and issues. Performs the most complex and advanced analysis techniques, understands past performance and determines present and future performance and/or resource allocation.
Ensures compliance with federal, state and local tax agencies and with the University's retirement and benefits systems requirements. Stays current with changes in the laws, industry approaches, trends and best practices. Function:Service Delivery Percent: 45
Duty 2: Manages team providing operational leadership and building a culture of operational and service excellence.
Recruits, selects and trains direct reports.
Distributes and assigns work; monitors the progress of work in the unit.
Ensures the generation of the OP payroll including accurate processing of timekeeping records, labor distribution records, vacation and sick accruals, overtime, and employee benefits.
Supervises the monthly reconciliation of payroll accounts and Multi Location Journals. Audits payroll processes and accounts for accuracy and compliance, oversees salary redistribution and transfers of expense for timeliness and appropriateness.
In collaboration with other UC Path management, contributes to the development, maintenance and implementation of process standards, training program and documentation. Recommends, develops and implements improvements and/or new approaches and services.
In consultation with UC Path and UCLA Finance Office ensures all applicable time reporting procedures and policies are being met.
Participates in audits of internal records and related documentation. Function:Team Management Percent: 25
Duty 3: Responsibility for creating TRS deadline calendar for UCOP. Updates TRS maintenance site to implement pay file deadlines as well as employee and supervisor deadlines. Responsible for Maintenance of TRS discrepancies and reporting. Active participant with testing and implementation of TRS updates.
Ensures the generation of the payroll, including labor distribution records, vacation and sick leave accrual, overtime and withholding status.
Assumes full responsibility for staffing, budgets, costs, methods and human resource-related activities pertaining to assigned staff members. Function:System Management Percent: 20
Duty 4: Develops policies and procedures for payroll and HR process of transactions, and reconciliation. Develops internal procedures and standards for accurate timekeeping records. UCOP campus representative in any timekeeping, payroll and HR impacting changes.
Meets all government reporting requirements for I-9 reporting and E-verify (as needed). Performs periodic audit of I-9 site and works with team addressing any issues in relation to foreign visas and other issues that may come up with confirming employee eligibility. Job Requirements Bachelor's degree in related area or equivalent experience/training.
10+ years of applicable payroll experience including leading teams of staff to execute on all critical payroll functions.
Has thorough knowledge of all payroll, employee life cycle process, and HR functions.
Must have ability to communicate, both verbally and in writing, complex accounting information in a clear and concise manner.
Position requires strong inter-personal skills and ability to work effectively across the organization at all levels.
Must have advanced skills using PeopleSoft/HCM, campus financial systems, Microsoft Office, and payroll reporting software. Required
