TheSponsored Programs Contract Analyst for Subcontracts (CAS) supports alldepartments and faculty researchers with the administration of both incomingand outgoing subcontracts, with a focus on customer service. The CAS's dutiesinclude, but are not limited to; generates outgoing and reviews incomingsubawards, coordinates of execution of said subawards, interprets sponsorguidelines and policies, serves as liaison/customer service representativebetween departmental staff, faculty and sponsors, identifies and provides adhoc problem solving. The CAS contributes to and supports a team environment.Other duties as required.
ASponsored Programs Specialist is part of the Office of Sponsored ProgramsAdministration (SPA) delivery team whose mission is to provide the bestpossible customer service to the research community. This position will work ina high-volume, fast-paced, and dynamic team environment assisting in achievingdepartmental goals with duties of a complex and confidential nature.
Duties and Responsibilities
Negotiates, drafts, and executes, from a variety of sponsors, subcontracts and amendments in accordance with institutional and departmental policies and procedures and federal regulations;
Drafts subcontracts utilizing existing VU templates to create new contractual relationships with external parties;
Analyzes and interprets federal regulations and applies to contract language;
Analyzes, synthesizes, and interprets information from multiple sources to solve problems;
Exhibits comprehensive understanding of VU's interests with regard to specific agreements and provides efficient, effective, and reliable service as a qualified representative;
Collaborates with and disseminates information to the Principal Investigator and Department Administrators as well as staff in the Office of Contract and Grant Accounting, IRB, and other institutional offices;
Maintains the highest level of responsiveness and service while communicating contract status;
Fosters and maintains an effective, reliable working relationship with contracting parties;
Maintains thorough documentation in an efficient and organized manner to facilitate effective knowledge transfer;
Responsible for the coordination of compliance documents;
Analyzes budgets and payment schedules for compliance with Institutional policy and federal, state, and local laws and regulations;
Ensures the timely execution of agreements and continuing review;
Accurately and completely enter data into a contract tracking database ensuring that all required fields have been completed;
Ensures the integrity and security of data, whether in paper or electronic form, by performing oversight and verification of database entries for assigned files;
Regularly monitors database views and files and follows-up with contracts to resolve outstanding issues regarding agreements;
Takes responsibility for finding a solution to problems and complaints and effectively communicates resolution to supervisor or customers as applicable;
Offers suggestions for improvement of daily processes and procedures;
Provides training and acts as internal consultant to staff, faculty members, and the VU research community;
Actively identifies and participates in training, education, and development activities to improve own knowledge and performance to sustain and enhance own professional development;
Develops and maintains knowledge of federal regulations and institutional policies as well as current events relating to contracting issues.

Bachelor's degree is required
Must be organized
Excellent written and oral communication skills are critical
Demonstrated ability to work both as a member of a team and independently
Demonstrated ability to work under the pressure of hard deadlines and competing priorities
Proficient and excellent knowledge of commonly used software packages (i.e., Microsoft Word, Excel, PowerPoint, Adobe and email programs)
Must have knowledge of federal regulations and non-federal agency practices governing sponsored research
Independently identifies and provides ad hoc problem solving
