The Department of the Environment (DoE) is currently seeking a qualified applicant to fill a Landfill Operations Supervisor (Assistant Section Manager) position, grade G-28, within the Resource Recovery Division's Disposal Section.
This is a mid-management level supervisory and administrative position, whereby the incumbent is responsible for the daily on-site operations of the County's landfill and disposal system. Work includes field and office assignments and is performed with a high degree of independent judgment under the general direction of the Disposal Section Manager.
The incumbent in this position is considered "Essential" and may be required to report to work during natural/manmade disasters, and during special operations as assigned. "Essential" employees are expected to report or remain at work when other County employees are granted Administrative Leave, in accordance with DoE Instructions 110.4.
Supervises, plans and directs the Disposal Section;
Oversees skilled, semi-skilled, and unskilled employees work (i.e., disposal, site maintenance, new construction, security, supply and garage);
Assists the Disposal Section Manager, and the Associate Director, in evaluating organizational goals to determine the need for alignment, corrective measures and adjustments;
Provides input to the Disposal Section Manager and Associate Director regarding contracted operations;
Ensures cooperative and compatible coordination among all entities to meet the Division's goals;
Conducts past performance appraisals, constructive counseling/guidance/training, and progressive discipline;
Ensures proper operations to meet/exceed levels of regulatory compliance;
Accounts for weather-related impacts, and other operational occurrences or discoveries, that may impact management practices, regulatory compliance, and County policies;
Attends training classes provided by the Solid Waste Association of North America in order to become a Certified Landfill Operator; and
Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level typically associated with the employee's class of work.
High School diploma or G.E.D.; plus two (2) years of responsible experience managing and directing daily on-site operations and disposal of landfills; and at least two (2) years of construction supervisory experience, which includes managing dirt crews, grading, and basic surveying. An equivalent combination of education and experience will be considered. EACH APPLICANT MUST INCLUDE INFORMATION THAT CLEARLY DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITION.
CONDITIONS OF EMPLOYMENT: Upon selection, the candidate must:
Possess and maintain a Class A CDL license, with Tanker and Hazmat Endorsement, and a medical card.
Be able to lift up to 50 lbs.
Be able to work in all types of weather.
Pass a physical examination.
Pass an alcohol and drug test.
