Our division prevents, detects and mitigates compliance, regulatory and reputational risk across the firm and helps to strengthen the firm's culture of compliance. Compliance accomplishes these through the firm's enterprise-wide compliance risk management program. As an independent control function and part of the firm's second line of defense, Compliance assesses the firm's compliance, regulatory and reputational risk; monitors for compliance with new or amended laws, rules and regulations; designs and implements controls, policies, procedures and training; conducts independent testing; investigates, surveils and monitors for compliance risks and breaches; and leads the firm's responses to regulatory examinations, audits and inquiries. You'll be part of a team with members from a wide range of academic and professional backgrounds, such as law, accounting, sales, and trading. The Securities Division Compliance Surveillance and Monitoring team ("SMS") is responsible for the administration and execution of the Securities Division Compliance ("SDC") trade surveillance program, which monitors transactions and orders managed by Securities Division personnel and clients in EMEA markets to detect and deter potential market conduct violations of rules, regulations and policies. Specifically, the Firm's transaction surveillance monitors transaction activity and market data to detect potential market misconduct and other manipulative behaviours.
The SMS team monitors activity, flagged within alerts generated by transaction surveillance reports, for potential market misconduct and other manipulative behaviors, including violations of rules, regulations and policies. Alert reviews encompass taking appropriate steps to establish whether the alert poses a regulatory, conduct or reputational issue, and, to the extent necessary, escalating and taking remedial actions in coordination with the Business Supervisors and Line Compliance, as appropriate.
The SMS team in coordination with Surveillance Analytics Group ("SAG") is responsible for proposing new, and refining existing, trade surveillance alert types and thresholds, incorporating input from the relevant SDC stakeholders, including but not limited to Line Compliance, FCC, compliance risk assessments, potential new business initiatives, regulatory changes, regulatory and exchange inquiries, and other sources, as applicable. SMS and SAG partner with Compliance Technology in support of the overall change management process for trade surveillance. SMS has team members globally across the US, EMEA and Asia, and as such, aims to bring a global perspective and globally coordinated approach as well as customized solutions to mitigate local regulatory risks.
RESPONSIBILITIES AND QUALIFICATIONS HOW YOU WILL FULFILL YOUR POTENTIAL
Review and Oversight of Controls
Daily review of surveillance reports and investigation of exceptions
Oversight of exception reviews to ensure they are being performed properly from a qualitative and timeliness perspective
Identify enhancements to existing controls
Test the integrity of system controls and surveillance reports by participating in testing programs and validating test results=
Participate in periodic risk assessments
Development of Controls
Partner with Business Personnel, Compliance Officers, and SAG to develop and/or enhance system controls, surveillance's and associated procedures and training
Apply a consistent approach across businesses, products and regions
Develop associated functional specifications and testing scripts
Management Information Systems
Develop and/or enhance systematic processes for escalating issues
Develop and/or enhance tools to track repeat offenders and identify patterns of problematic activity across businesses, products and regions
Coordinate issues, findings and practices with colleagues across regions and/or divisions
Reporting of exception reviews generated by detective controls
Inquisitive and proactive in identifying risks and proposing solutions
