The San Mateo County Transit District seeks a Manager, Treasury Operations to be responsible for managing financial transactions and bond and debt issuance for the Treasury department of the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA).
The Manager, Treasury Operations will manage banking, investment, debt, cash flow, and bond and debt issuances in accordance with Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB), administer cash management actions including recording of investment and debt activities, develop and maintain the cash flow forecasting and day-to-day cash reporting, maintain compliance on all bond and debt issuances including annual repository, certificate filings, and arbitrage calculations and manage and develop internal control procedures to limit exposure in the Treasury Department, taking corrective action as appropriate.
S/he will also ensure the reconciliation and accuracy of journal entries and general ledgers and oversee the preparation of banking and investment documents and the preparation and review of monthly Financial Statements and Treasury Reports for accuracy, plus ensure completion of arbitrage calculations.
The ideal candidate will have a Bachelor’s degree in accounting, finance, or a closely related field with five years of full-time experience in the fields of accounting, finance, financial planning and analysis, or treasury; and have governmental treasury, and/or enterprise treasury, and/or bond compliance experience. Three years of supervisory experience needed. Professional certification such as Certified Treasury Professional (CTP) is desirable. Must have experience building financial models to evaluate treasury related financial plans. Must be proficient in Microsoft Office Suite. Experience with an Enterprise Resource Planning System (ERP) such as PeopleSoft is desirable. Must possess effective written and oral communication skills.
