This position is under the general supervision of the Water Reclamation Division (WRD) Manager. The WRD Supervisor may be assigned to supervise the Plant Process Control, Laboratory Analysis, or Equipment Maintenance functions of an advanced secondary activated sludge sewage treatment plant. This position will ensure compliance with the National Pollution Discharge Elimination System (NPDES) permit. This position supervises other Water Reclamation Division employees.
Typical Job Duties:
These duties are a representative example; position assignments may vary depending on the business needs of the department and organization. This position:
Supervises staff including: assigning work, providing guidance and assistance, preparing performance evaluations, employee development, hiring, disciplinary recommendations, etc.
Updates Operations and Maintenance (O&M) manual and ensures staff can access and effectively use the electronic O&M manual.
Ensures safe practices and procedures are followed, and provides training and safety programs.
Works with administrative support to write and maintain contracts for goods and services; solicits bids, makes purchases, establishes open purchase orders, ensures timely payment of invoices, etc.
Assists with the preparation and oversight of the operating and capital improvement budgets.
Supervision of Plant Process Control:
Organizes, develops and monitors plant operating procedures and standards.
Reviews and analyzes operating reports; conducts studies, prepares comprehensive operating, project status and regulatory reports, etc.
Develops and reviews plant efficiency and quality control tests; makes recommendations for process improvements.
Displays an in-depth understanding of function, use and control of facility processes, equipment and controls.
Supervision of Equipment Maintenance:
Organizes, develops, and monitors plant equipment maintenance procedures and standards; inspects equipment for condition, state of repair, and service compliance.
Studies the use and preventive maintenance of equipment; makes recommendations for increased efficiency; plans and directs equipment repair and or replacement.
Reviews service schedules and record keeping for compliance with manufacturing and engineering recommendations.
Develops and assists in establishing contracts with vendors, as needed.
Supervises landscape maintenance of treatment plant.
Supervision of Laboratory Analysis:
Organizes, develops, and monitors facility laboratory/analytical procedures and standards; monitors and updates to latest standards.
Supervises and participates in the analysis of wastewater and industrial discharge.
Conducts special studies and investigations; documents source(s) for testing methods verification.
Displays understanding of interaction of facility biological processes and relation to laboratory testing.
Four or more years of work and/or supervisory experience in wastewater treatment; and
Graduation from an accredited college or university with a bachelor's degree with in an education concentration in wastewater treatment or related biological/environmental studies field business management, and/or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Must be available to provide 24-hour standby coverage one week at a time as part of a rotation.
Current technical/professional knowledge of complex principles, methods, standards and techniques associated with the scope of work of a recognized profession, such as:
Knowledge of modern wastewater treatment plant design, machinery, equipment, repairs and maintenance, and practices and principles.
Knowledge of laboratory analysis principles.
Possession of licenses and/or certifications associated with the assignment, such as:
Oregon Department of Environmental Quality (DEQ) grade III or higher
Wastewater Operator certificate or ability to obtain within six months of hire. The applicant is responsible for determining eligibility for reciprocity if certified in a state other than Oregon.
Requires possession of a valid driver's license by date of hire. New employees establishing resident status in the State of Oregon must obtain an Oregon driver's license within 30 days (ORS 807.020 (1)).
Requires completion of a background investigation to the satisfaction of the City.

Candidates most closely meeting the City's needs will be referred for interview with final appointment by the City Manager. Selection procedures and time lines subject to change.
