Posting Salary: Recommended hiring range is: $125,000 to $145,000. Commensurate with experience.
Position Summary: Responsible for managing the real estate and major projects for all 25 building locations owned, leased or affiliated with the Office of the President. Responsibilities include all real estate strategy, implementation and policy for UCOP locations, management of major capital and maintenance projects in UCOP facilities, capital financing, seismic corrections, building energy, sustainability and code compliance programs.
This position will manage staff comprised of professionals in various facility related fields fields including architects, space planners, project managers, building or stationary engineers and administrative staff. Assumes accountability for decisions made by subordinates. Performs long and short term planning for function.
Responsible for strategic space and asset management for all UCOP owned, leased and managed facilities. Responsible for asset tracking, management and projections at UCOP owned facilities and working with the BASC Director to provide strategic direction for UCOP real-estate and space activities. Provide consulting services for a wide range of projects including but not limited to office interiors, residential and commercial construction, implementation plans and real-estate project analysis and management. Provide oversight for property management vendors under contract to the University. Has responsibility for mission critical project management services for asset and space related work in Oakland, Riverside, Sacramento, Washington DC and Mexico City.
Technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues/problems without precedent and/or structure. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy.

Duty 1: Manage real estate services including negotiating leases with university as tenant or as landlord provide policy expertise on real estate and development projects at all UCOP locations, Draft leases and related agreements. Provide budgetary financial management for UCOP projects.
-Negotiates leases, occupancy agreements, site licenses and other UCOP realestate instruments -Participate in selection and evaluation of contract vendors for property management activities at all UCOP leased and owned facilities. - Provide direction and coordinate activities of third party property management and leasing agents and oversight of business plans, budgets, leases, analysis, and compliance with laws and regulations. - Create and maintain facility asset management report for all UCOP facilities. - Collaborate with Budget and Capital Resources Real-estate staff on lease agreements, renewals, options, termination and evaluation. - Provide occupancy and financial analyses for all assets and recommendations for implementation and escalate any issues or forecasting issues to the director. -Monitor and recommend controls for areas of Risk in the UCOP portfolio and in physical spaces. Duty 2: Provide assistance to the Building and Administrative Services Director on administrative matters impacting the department and the UCOP location including departmental HR, budgeting, scheduling and compliance activities. Develops and monitors operational and budget processes, staff FTE, finance, human resources and space planning.Manages, plans and administers all administrative operations of UCOP real estate and major projects for all 25 building locations owned, leased or affiliated with the Office of the President. Duty 3: Develops short and long range planning and strategic planning processes for UCOP facilities in collaboration with the Director and takes responsibility for administrative services operations and improvements to processes. Establishes and recommends change to policies which affect the unit. Participates in plans for physical plant rehabilitation and renovation. Function:Function 3 Percent: 15
Duty 4: Represents the department on business affairs to the institutional real estate community. Meets with local government leaders to further the UCOP mission and develop working relationships with UCOP collaborators. Function:Function 4 Percent: 10
Duty 5: Oversees the preparation and construction and real estate contracts in coordination with the office of the General Counsel, and Capital Asset Strategies and Resources. Coordinates proposals. RFI, RFQ and other proposals from a wide variety of locations, departments and agencies which affect numerous funding sources. Function:Function 5 Percent: 15
Job Requirements Master degree in related area and / or equivalent experience / training.
Broad knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and / or personnel management under labor contract(s) and personnel policy.
Broad knowledge of financial analysis and reporting techniques; human resources and risk management planning; and / or accounting and payroll.
Strong verbal and written communication skills; ability to influence / persuade all levels of staff.
Skills in organization and customer service to effectively manage multiple important priorities. Proven ability to organize department work functions in an efficient and effective manner.
Broad knowledge of common organization-specific and other computer application programs.
Skills to work collaboratively with other locations.
