PURPOSE: To ensure financial accountability and integrity; to provide general administrative and personnel/fiscal policy oversight; and to oversee facility and grounds matters to include maintenance and development. Serves on Elder Council (see Elder Ministry Description), under the authority of the Elder Council. Serves as one of three Executives, and oversees Facilities, Stewardship, Leadership-Personnel, and Technology for DCC. Treasurer of the Corporation.
REPORTS TO: Elder Council
EXECUTIVE TEAM: One of three members of the Executive Team made up of Senior Pastor, School Administrator and Business Administrator.
OVERSEES: Business, financial, personnel, facility and technology operations for DCC
SUPERVISES: Bookkeeper, Facilities Supervisor, Office Manager, Office staff and other staff/volunteers as assigned
RESPONSIBILITIES/DUTIES: This position has the authority to implement policies and procedures of the church, which are assigned for action and implementation by the Elder Council. Care must be taken to use this authority in a global approach and not in any manner that appears to manage specific ministries.
General Administration and Policy
Work with Elders, ministry teams, committees and ministry leaders in carrying out the business affairs of the church.
Manage/supervise operations of the staff, including volunteers, as assigned by prioritizing workloads and workflow in keeping with overall ministry goals.
Develop general and specific operating policies and procedures as needed. Maintain accurate and up to date church documents in appropriate centralized locations.
Ensure all laws and government regulations are followed.
Ensure background checks are completed on all paid and volunteer personnel, as required.
Manage IT contracts with vendors.
Recruit and maintain a Constitutionally required Leadership / Personnel Ministry Team and serve as staff liaison.
Be primary source in all DCC personnel matters. Implement and oversee all personnel policies; coordinate the formal review process for all employees; maintain comprehensive personnel record of all employees, including contracts, evaluations, sick leave and vacation, overtime, hours worked per day and per week records.
Ensure compliance with all federal and state employment laws.
Evaluate staff salaries and fringe benefit programs; make recommendations to the Leadership / Personnel Ministry Team and lay elders in order to maintain equitable, yet supportable compensation packages.
Recruit and maintain a Constitutionally required Financial Stewardship Ministry Team and serve as staff liaison.
Supervise the Bookkeeper
Implement and oversee all approved DCC financial policies and procedures.
Responsible for insuring that Generally Accepted Accounting Principles (GAAP) are always maintained. Give oversight to fiscal management; including budget, accounting, cash flow, payroll, audit and fundraising.
Authorize major budget expenditures within the context of cash availability; tracks/monitors all expenditures to ensure they are accurately accounted for in conformance with approved budgets.
Ensure records retention polices are in place and are properly followed.
Negotiate all agreements and financing for purchases and leases and pre-approve all contracts and/or services by independent contractors.
Ensure collaborative relationships with outside professionals and service providers, such as bankers, accountants, attorneys, architects, insurance agents and investment brokers are maintained.
Coordinate and monitor purchasing.
Represent DCC at local government meetings and/or community functions as appropriate; meet with individuals representing local groups having business with the church or school.
Ensure property and liability insurance coverage of DCC and all ministries is adequate.
Facility and Grounds Oversight
Supervise the Facilities Supervisor to ensure the following are accomplished:
Proper use of facilities, including school use, use by other groups (church or community), and application of facility policies.
Proper maintenance and repair of all church equipment, i.e., vehicles, office, sound, audio-visual, etc.
Proper maintenance of all facility systems and buildings, including routine maintenance, repairs, and improvements.
Appropriate security for church facilities and property.
Work with Elder Council, church staff, and ministries to address facilities planning needs.
Maintain an OSHA compliant Safety Committee.
Perform other duties as assigned by the Elder Council.
Be, or become upon hire, active member of DCC exhibiting a pattern of Biblical giving and stewardship.

Meet qualifications of an elder (I Tim. 3:1-7 and Titus 1:6-9) and deacon (I Timothy 3:8-13).
Have demonstrated through spiritual giftedness and experience administrative skills and abilities necessary to manage in an office/church environment.
Able to recruit volunteers for tasks within Administrator’s ministry areas.
Demonstrated ability to provide for vision and faith but showing care in using resources wisely. e. one who is optimistic yet cautious
Have an intermediate knowledge of Microsoft Office suite (Word, Excel and Outlook)
Have a working knowledge of personnel laws and practices.
Have a working knowledge of GAAP accounting practices and accounting software (QuickBooks is used)
Having a working knowledge of Information Technology practices is desirable.
Having a working knowledge of the Policy Governance leadership model is desirable.
Training toward and/or certification as a Certified Church Administrator (CCA) as provided by National Association of Church Business Administration is desirable.
Have some experience working with capital projects or project management is desirable.

WORKING CONDITIONS AND REQUIREMENTS:
Mostly sedentary, although must be able to cope with pressures associated with deadlines and changing priorities.
Must be able to assist others in lifting items weighing up to 50 pounds.
Must be able to walk around campus setting to inspect the physical plant.
Work is performed in an office setting.
Must be able to drive for occasional meetings/seminars.
Minimum of 40 hours per week.
Office space and business phone provided.
A work schedule will be submitted to all staff/office personnel.
Use check-in and check-out board located in the church office.
Use e-mail and office in-boxes for communications.

Damascus Community Church is a growing, medium-sized, Bible-believing church community about 15 miles east of Portland, Oregon and 25 miles west of Mount Hood. Sunday attendance is about 325 in two services. We operate a preK-12 Christian school with enrollment of about 240. We desire to call people to follow Jesus and become like him.
