Under the direction of the Senior Vice President & Chief Operating Officer, Cedars-Sinai Medical Network, the Executive Director, Ambulatory Surgery Centers provides leadership for the formation, development and optimization of the ambulatory surgery centers and physician joint ventures within the Medical Network of Cedars-Sinai. The Executive Director works closely with and leads site Ambulatory Surgery Centers (Site) Administrators and has broad accountability for assuring long-term success of a portfolio of ambulatory surgery centers and diagnostic imaging centers (currently 11) through overall excellence of operations, outcomes, quality, experience, access and service.
The Executive Director is responsible for developing and executing on strategic initiatives including developing and maintaining effective relationships with ASC partners in a manner that balances achievement of strategic goals and highlights best practice operational goals while maintaining effective relationships with other business divisions. In addition, the Executive Director is responsible for business development and oversees and provides strategic direction, planning, and leadership for a portfolio of Medical Network ambulatory surgery centers and physician joint ventures in consultation with the assigned ASC Site Administrators and Physician Leadership. The Executive Director implements initiatives to develop and enhance the Medical Network's ASC portfolio. While advancing the Networks mission, goals, and vision, the incumbent participates in the formulation of initiatives to address the developing needs of the communities we serve and changing trends in healthcare on both the provider and payer side. The Executive Director will be responsible for ongoing development and reengineering of future state operational strategies for the Medical Network's ASC organizations focusing on best practice and standardization across the ambulatory network. He/she is responsible for assessment, implementation, and evaluation of the process change to enhance and continually improve programs. Works with other Medical Network executives and physician leaders to develop and grow business and create proformas to evaluate profitability of new services. Works in collaboration with the Health Systems strategic planning and finance departments to develop and meet budget goals. Provides guidance to ensure that each ASC provides the highest quality of care with excellent outcomes, in the most cost-effective manner possible and that operations remain compliant with federal, state, and local laws and regulations.
Serves as a network strategist and manager, ensuring that the ASC's remain innovative, financially-sustainable and serve all populations in a way consistent with Cedars-Sinai's mission.
Support execution portfolio, developing and maintaining strong business relationships with stakeholders involved in vendor and payor contract activities, and directing contracting operations functions and coordinating standardization across contracts to support the Medical Networks business objectives.
Develop and implement consistent process for review of acquisition opportunities in partnership with finance, legal and other shared services functions within Cedars-Sinai.
Serves as a transformational leader and member of the Medical Network senior leadership team; working collaboratively to achieve strategic and operational goals as outlined in the integrated strategic and financial plan.
Coordinates activities with physicians, third party payors, staff, consumers and others on a regular basis to assure that work flows efficiently and effectively; and key stakeholders are satisfied with performance and services.
Leads clinical ASC strategy and alignment across all ambulatory surgery centers including optimizing existing assets through governance, aligned performance metrics, growth & expansion tactics.
Collaborates in the development of strategies including areas such as finance, operations, payor relationships, joint ventures, acquisitions, clinical services, organic/inorganic growth and the translation of those strategies into effective business plans and objectives.
Generates measurable returns on investment by development and implementation of business strategies for the surgery centers within the portfolio designed to reduce costs and maximize services and product offerings, to benefit Cedars-Sinai, the community, the physician and patient.
Supports the due diligence process of surgery center acquisitions and divestitures.
Active involvement in the Identification, Development and/ or acquisition of new surgery centers in the market/territory.
Consults with and provides leadership to ASC (Site) Administrators on all aspects of operations including quality, staffing, medical staff, human resources, compliance etc.
Plans, develops, and implements long term and short term strategic initiatives for surgery centers within an expanding geographical market.
Creates best practice operating efficiencies between surgery centers when / where possible.
Proactively manages and provides oversight of physician partnership activity.
Provides input for managed care contracting to ensure market initiatives are met.
Consults with ASC (Site) Administrators on the recruitment of management personnel for the ambulatory surgery centers.
Collaborate with Cedars-Sinai's Medical Directors on quality, safety, patient experience.
Assists with marketing efforts and manage partnerships with physician executives to boost surgical volumes.
Develop and implement balanced scorecard for all Ambulatory Surgery Centers across the Medical Network. Responsibility for ensuring ASCs meet or exceed balanced scorecard metrics.
Work with ASC (Site) Administrators and physician leaders to develop operational improvement plans to address performance shortfalls.
Create and lead Ambulatory Surgery Center's Leadership Meeting/Strategy Council (or similar governance structure).
Work with Senior Vice President, Chief Operating Officer, to develop and implement growth plan to expand number and geography of physician joint ventures and ambulatory surgical centers.
Assists in formation, development and management of an integrated ambulatory network strategy at both the system and regional levels; and efforts to maximize the value of ambulatory assets across the health system.
Navigates relationships at all levels within a complex, relationship-based organization; utilizing direct and indirect influence to improve alignment, management, and performance of assets.
Oversees development of consistent and actionable reporting that drives incremental improvement in performance and value to the consumer.
Represents the Medical Network's ASC's to governing boards, senior executives and professional groups both within and outside the organization.
Leads and develops high-performing teams and serves as a role model, directly supervising and developing talent within the organization and cultivating engagement.
Maintains and enhances personal expertise through participation in professional organizations and educational experiences.
