Salary Range: Depends on the quality of experience and capabilities.
Scope of Work: Provide comprehensive acquisition, contract management, financial, and operations support for the Department of Veterans Affairs (VA).
Required – Bachelor’s Degree or 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization, and management. (NOTE: Four additional years of relevant experience with a high school diploma may be substituted for a bachelor’s degree).
Required – Five (5) or more years’ experience developing procurement request packages, supporting program office activities pertaining to evaluation and award, and supporting program office activities pertaining to BPA administration.
Required – DAWIA or FAC-C Level II certification in Contracting, or other commercial qualifications (CPCM or CFCM). The current requirements for FAC-C Level II are identified at: fai.gov.
Knowledge, Skills and Abilities:
Knowledge of contracting principles, regulations and procedures applicable to pre-award and/or post-award actions sufficient to support the procurement and/or administration of
Knowledge of contracting methods, contract types, Federal contract administration policy, procedures, techniques, and evaluation/control
Knowledge of business practices and market conditions applicable to program and technical requirements sufficient to support evaluation of such
Knowledge of contracts and pre-and post-award contracting policies and procedures in order to support the planning, execution, and administration of
Skill in written and oral communications to present analysis and
Ability to meet and deal with representatives of the private sector and with Government experts or managers in order to support the procurement of supplies, services, and
Proficient using Microsoft software applications (i.e. Microsoft Word, Microsoft Excel, and Microsoft Project, office automation equipment and software.
