Location: One World Trade Center, New York, NY 10007
Salary Range: $90K-$125K depending on experience, certifications and capabilities
Scope of Work: Provide program management, analysis and Government acquisition/contract support to assist the U.S. General Service Administration (GSA) with the preparation of operational, contracting, acquisition, business, and financial plans, reports, documents, and other pertinent documents. The contract support will apply a wide range of qualitative and quantitative methods to assess and contribute to improvement of program effectiveness and business management objectives. The successful applicant will be familiar with Federal Government and GSA’s acquisition procedures and regulations.
Qualifications for Program Analyst:
Required: Bachelor’s Degree with 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization, and management.
Ten (10) or more years of directly related experience within a Federal acquisition operations environment.
Desired – Project Management Professional (PMP) certification.
Desired - DAWIA or FAC-C Level I certification in Contracting, or other commercial qualifications (CPCM, NCMA - CFCM). The current requirements for FAC-C Level I are identified at: fai.gov.
Knowledge, Skills and Abilities Program Analyst:
The successful candidate will use advanced analytical processes to conduct high-level and time sensitive analyses and make recommendations to GSA leadership to assist them in making critical strategic decisions. Some data may be highly confidential to the agency. The support will include, but not be limited, to the following:
Planning, design, and implementation of business and analytical models from complex data sets;
Provide financial forecasting to predict future revenues, expenses, and capital costs;
Provide tools and analytics for the monitoring of performance metrics and operational efficiency and effectiveness;
Assist in defining detailed criteria for FAS analytics;
Provide authoritative recommendations using study results;
Conduct data-heavy research projects and;
Review internal and external regional web pages and provide recommendations for content, edits, and execution of changes;
Review, provide recommendations for edits, and update Regional FAS business, strategic, operational, and organizational plans;
Provide presentation materials to effectively demonstrate and communicate to stakeholders.
