Departmental Overview The Departments of Integrative Biology (IB) and Molecular and Cell Biology (MCB) together are among the largest academic departments at UC Berkeley. By several measures (including number of faculty and students, budget, and assigned square feet), these departments are larger than many UCB colleges and schools. The two departments represent over 100 faculty FTE (including Adjuncts, Professors of the Graduate School, active emeriti and 18 HHMI professors); 55 Researchers and Specialists; 150 post-doctoral researchers; 370 graduate students; 100 department staff members; and total state and extramural payroll of approximately 1000 (including Graduate Student Instructors, Graduate Student Researchers and research staff). The department has 1,800 declared undergraduate majors (the largest majors on the Berkeley campus) and a total annual enrollment in classes of ~20,000. Department personnel are currently housed in eight buildings located in three widely separated parts of the campus.
The Academic Personnel Analyst 3 performs or oversees faculty and lecturer academic personnel functions for the Department of Integrative Biology. The incumbent recommends, develops, implements, administers, coordinates, and/or evaluates Academic Human Resources policies, labor contracts, statutes, programs, and procedures covering the following: academic recruitment, appointment, and advancement; compensation and salary administration; faculty welfare programs; training and development; faculty misconduct; and faculty equity. For visa procurement and benefits administration, the incumbent will coordinate with the appropriate Berkeley Regional Services HR unit contacts.
Facilitate and manage academic personnel actions for faculty and lecturers, including recruitment, appointment, appraisal, separation, merit review, administrative stipends, sabbatical and other leaves, and recalls for teaching and/or research.
Ensure that cases have been prepared in accordance with relevant policies, that they are complete, that all information is accurate, and are completed in a timely fashion.
Serve as the department subject matter expert in the area of academic personnel policy. Provide strategic advice and counsel to faculty and non-senate instructors by analyzing and interpreting relevant system-wide and campus policies, collective bargaining agreements, and academic personnel procedures and practices.
Responsible for setting salaries for lecturer appointments.
Oversee preparation and submission of annual appointment paperwork to Summer Session Office.
Facilitate communication between new faculty and appropriate departmental and campus contacts.
Ensure faculty compliance with required reports in accordance with Academic Personnel policies and campus regulations.
Recommend and draft departmental academic personnel policies as requested.
Provide general support and assistance to faculty in miscellaneous areas such as home loan program, Faculty Salary Research Program, recruitment allowance, etc.
Submit and monitor HR/Payroll transactions for faculty and lecturers. Research and resolve pay discrepancies.
Work with Department administration to review and prepare annual Temporary Academic Salary (TAS) budget proposal.
Participate in professional training and development opportunities as appropriate.
Serve on campus, college, or Department committees as appropriate.
Requires advanced knowledge of and ability to apply/interpret system-wide, campus and college policies and procedures which govern academic HR.
Proven experience advising faculty and/or administrators on policies and procedures.
Demonstrated seasoned, professional judgment and sound decision-making skills.
Advanced knowledge of campus and college goals, priorities and values and the legal and human implications of decisions.
Ability to analyze complex management issues; develop project scope and solutions, give professional advice to senior officials and make critical decisions regarding personnel.
Demonstrated initiative, tact and planning skills.
Ability to lead or work on multiple projects.
Excellent oral, written and interpersonal communication skills.
Strong computer skills, including word processing, spreadsheets, and data bases.
