The Finance Section provides safe, efficient, effective financial operations in support of the Laboratory's high-energy physics program in accordance with all laws, regulations and DOE requirements. Within the section, the Accounting Department provides accounting, reporting and other financial services to support the research programs at the Lab and is responsible for recording, organizing, summarizing, and interpreting the financial activities of the laboratory. Our Budget Office is responsible for the preparation, consolidation, distribution, and reporting of the Laboratory budgets. Our Procurement Department is responsible for acquiring goods and services for the entire Laboratory. It provides helpful, professional support for all procurement requirements from the development of initial plans and requirements to subcontract closeout.
Fermilab’s Finance Section seeks an experienced Procurement Manager. Under general direction, you will manage one or more teams of subcontracting and procurement professionals in the Procurement organization and serve as the Procurement Liaison for Fermi Research Alliance (FRA) projects. You will manage the activities of a Procurement team through acquisition planning, development, solicitation, negotiation, award and subcontract administration activities for routine to extremely complex and high dollar value contractual arrangements.
Communicate the Laboratory mission, procurement goals, specific project acquisition objectives, and support the implementation through execution of processes that guide the long-term and day-to-day operation of FRA Procurement.
Ensure the timely and effective communication of essential information between Procurement leadership, project managers and the Procurement staff.
Plan and develop subcontracting requirements, provide guidance and recommendations to Project Managers, project team members, senior Laboratory managers, other Laboratory customers.
Participate in project meetings with Project Management and other project-related groups. Continuously interact with subcontractors.
Support FRA compliance and self-assessment activities, such as the Balanced Scorecard. Support audits and assessments, contractor procurement system reviews; collaborate with the DOE Fermi Site Office (FSO); ensure team compliance with the prime contract and applicable acquisition regulations; contribute to and support Procurement metrics gathering and reporting.
We Are Looking For:
A Bachelor’s degree in Business, Procurement or relevant discipline.
10-15 years of experience in fabrications procurement, procuring to a statement of work (SOW), and preferably working with a government contractor or as a member of the US Armed Forces.
7 years of experience supervising procurement/contracting staff.
Proven ability to plan, develop, negotiate, administer and close large, complex, high dollar value subcontracts.
Experience with electronic word processing, spreadsheets, document sharing systems, mail and other common office tools.
Experience working in a matrixed project team environment
Experience with federal contracting, particularly with the Department of Energy (DOE) and working knowledge of Federal Acquisition Regulations (FAR).
Ability to abide by all environment, safety and health regulations.
