Rutgers, The State University of New Jersey, is seeking a Director for the Procurement Center of Excellence. This position reports to the Chief Procurement Officer, the Director of Procurement Center of Excellence plays an integral role within the Procurement organization related to technologies, processes, and tools to drive efficiency and performance for Rutgers University (Rutgers). Ultimately they accountable for enabling procurement excellence through improvements around business process and systems. The Director is responsible for maintaining the technology and tool road map for the procurement organization.
Among the key duties of this position are the following:
Responsible for the development of new, or re-assessment of, existing processes, related tools and systems, training materials, and policies that are central to strategic sourcing including: category management, spend analytics, supplier performance / relationship management, supplier qualification and risk mitigation, e-Sourcing, contracts management, source to pay (S2P),
Responsible as well for the development and roll-out of the Procurement Dashboards to measure internal performance and value-add.
Drives continual system and processes improvement by analyzing trends and product developments in the market, evaluating procurement processes and systems strategies, and identifies where operational efficiencies can be achieved.
Operates in a matrix organization and serves as a direct resource and subject matter expert in the areas of governance, maintenance and improvement of Procurement processes, including work standards design, process assessments, and business case development.
Works across Rutgers communities to ensure that improvements are identified and implemented university wide.
Minimum Education and Experience:
Minimum of five years of directly related experience within Center of Excellence with strong knowledge of related sourcing processes, tools/systems, policies and best practices, including 3 years of progressive Continuous Improvement experience in a services organization, preferably Procurement or Finance.
Required Knowledge, Skills, and Abilities:
Advanced knowledge of procurement processes, reporting, and forecast/plan processes.
Full-life cycle implementation experience on procurement and expense systems (Oracle, Jaggaer preferred) including project management, technical and functional requirements, system design, implementation, data migration, testing, training, go-live support, and issue resolution.
Ability to work with large scale, multi-dimensional, dynamic applications.
Proficient in Cognos, Tableau, Access, and Advanced Excel.
Data analytic experience including data integrity, data queries and understanding relationships with disparate systems.
Proactive and driven to identify, implement, and monitor continuous improvement opportunities.
Extensive project portfolio and a consistent track record in the delivery of process improvement projects or technical projects
Effective and strong partnership and relationship building skills with key stakeholders
Ability to reinforce a culture oriented on customer experience and focused on continuous improvement while building employee-centric repeatable and sustainable processes
Analytical and strategic thinker, and highly developed problem-solving skills
Ability to analyze complex data in order to draw supportable conclusions and recommendations
Process simulation and modelling experience
Strong presentation skills; can speak across various forums and communicate to broad, diverse audience
Strong Lean and Six Sigma application experience
Deep understanding of the procurement function and the ability to collaborate with diverse teams.
Up to 15 years related experience
Professional Procurement / Sourcing certification (e.g., CPSM or MCIPS)
Certification in Production and Inventory Management (CPIM)
Project Management Professional certification (PMP)
Lean / Six Sigma certification (Green / Black Belt)
Experience in working with automated expense systems, preferably Oracle and Jaggaer
