Under the direction of the Assistant Superintendent-Educational Services, plan, organize control and direct the educational operations, activities, programs and services of the Special Education department; coordinate and direct communications, information, personnel, resources, curriculum and fiscal functions to enhance student learning and achievement and assure smooth and efficient Department activities; supervise and evaluate the performance of assigned personnel.
Plan, organize control and direct the educational operations, activities, programs and services of the Special Education department; establish and maintain Department time lines and priorities; identify, monitor, analyze and adjust Department programs and services in response student needs, learning and achievement; assure related activities comply with established standards, requirements, laws, codes, regulations, policies and procedures.
Coordinate and direct communications, information, personnel, resources, curriculum and fiscal functions to enhance student learning and achievement and assure smooth and efficient Department activities; provide educational leadership in and oversee the development and implementation of Special Education programs, services, activities, goals, objectives, plans, strategies, standards, projects, processes and procedures.
Supervise and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; coordinate subordinate work assignments and review work to assure compliance with established standards, requirements and procedures; assure program compliance with State and federal requirements for staffing.
Plan, organize, control and direct the placement, review and discharge of special education students; direct and participate in developing and implementing an ongoing plan for the smooth transition of District-wide special education students to successive grade and educational levels including preschool through high school completion.
Coordinate and direct Special Education communications, programs, services, resources and information between teachers, administrators, staff, outside agencies, school sites, students, parents, governmental organizations and others; investigate, analyze and direct personnel and activities to assure proper and timely resolution of student, administrative, faculty and staff issues, conflicts and complaints; coordinate response to the CDE concerning complaints and due process procedures.
Monitor and analyze Special Education services for educational and financial effectiveness and operational efficiency; respond to administrative, staff and public input concerning educational needs; oversee the development and implementation of programs, policies and procedures to enhance the educational and financial effectiveness and operational efficiency of the Department.
Plan, organize, control and direct operations and activities to enhance faculty and administrative understanding of educational practices, instructional material guidelines and requirements, curriculum and instructional strategies related to special education; oversee and participate in the development and implementation of curriculum standards to meet student needs.
Provide consultation and technical expertise to staff, faculty, administrators, outside agencies and others concerning Special Education programs and services; respond to inquiries and provide detailed and technical information concerning related standards, requirements, issues, principles, practices, techniques, curriculum, laws, codes, regulations, initiatives, policies and procedures.
Maintain current knowledge of educational methods, practices and standards related to Special Education and related laws, codes, regulations, policies and procedures; direct the modification of programs and services to assure compliance with local, federal and State standards and requirements as needed; develop new and innovative educational programs and support services.
Direct and participate in the preparation and maintenance of a variety of records, reports and files related to programs, services, budgets, personnel, progress, students, accountability, compliance, financial activity and assigned duties; assure mandated reports are completed and submitted to appropriate governmental agency in accordance with established time lines and requirements.
Plan, organize, control and direct the scheduling, development and implementation of training and professional development activities for Department staff, faculty and administrators concerning special education programs, services, instruction, curriculum and related principles, theories, standards, guidelines, requirements, practices, procedures and techniques.
Develop and prepare the annual preliminary budgets for Special Education programs and services; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.
Assure adequate personnel and resources to meet Special Education needs; monitor, analyze and initiate personnel transactions in response to staffing needs; coordinate contracts and the purchase of equipment and supplies as necessary.
Provide technical information and assistance to the Assistant Superintendent-Educational Services regarding Special Education programs, services and related issues, needs and activities; assist in formulating and developing related policies, procedures and programs.
Direct and participate in the development, preparation and implementation of Individualized Education Plans (IEP’s) as assigned by the position; coordinate and attend IEP meetings; assure proper preparation and maintenance of related documents, records and reports.
Coordinate, direct and participate in the research, assembly, compiling and analysis of a variety of technical data, statistics and information related to Special Education.
Communicate with administrators, personnel and outside agencies to exchange information, coordinate activities and programs and resolve issues or concerns; establish and maintain partnerships with outside agencies to facilitate and enhance support for Department services.
Operate a variety of office equipment including a computer and assigned software; drive a vehicle to conduct work.
Coordinate, attend and conduct a variety of meetings and special activities as assigned; prepare and deliver oral presentations concerning Special Education programs and services.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: bachelor’s degree and five years increasingly responsible teaching, administrative, program or related experience working with special education programs and services.
