General Statement of Duties and Responsibilities
The basic purpose of this position is to operate, maintain and repair heating, ventilation and air conditioning (HVAC) systems including, refrigeration, boilers and auxiliary machinery and equipment. The Full-Time Utility Plant Operate will be responsible for cleaning machinery and equipment and responding to emergencies or equipment breakdowns on both the Lowell and Bedford campuses.
Detailed Statement of Duties and Responsibilities
Checks, inspects and monitors various types of HVAC machinery, mechanical equipment and building systems.
To ensure that plant facility equipment functions/operates in a safe, efficient and pollution-free manner, checks, inspects and monitors: glycol pumps and feeders, heat control panels, safety valves and gauges, air conditioning and ventilating systems, motors, boilers and air compressors.
Operates HVAC machinery and mechanical equipment such as chillers, cooling towers, RTUs, heat pumps, boilers, pumps and valves.
Repairs, overhauls and maintains HVAC machinery and equipment by repairing/replacing boilers, burners, motors, pumps and compressors, electric hacksaws and other equipment, turning over auxiliary equipment as needed; repairing pipes, valves, gauges; cleaning or replacing filters; lubricating equipment; and making minor electrical or plumbing repairs to keep equipment operating efficiently and to prevent breakdowns.
Cleans and maintains work areas and HVAC machinery and equipment, such as suction and discharge strainers, burners, boilers and pumps, to ensure the safety and efficiency of equipment operations.
Responds to emergencies and breakdowns. Assesses and trouble shoots equipment to identify problems. Determines necessary repairs and takes corrective action. Decides when to shut down equipment or systems, transfer from automatic to manual operation. Performs necessary operations to ensure uninterrupted service.
Performs related functions such as inspecting operating systems on a regular basis and identifying and reporting faulty equipment; reviewing blueprints, technical manuals or other specialized material; adjusting heat levels according to outside temperatures; identifying work-related problems noted by personnel; responding to complaints; interpreting laws and codes and assessing their applicability to plant operations; attending training programs; and setting work or repair priorities.
Monitors computer control systems.
Meets and/or works with representatives of vendors and/or contractors.
Evaluates maintenance and repair needs of physical plant equipment to ascertain whether the services of an outside contractor are required or requests maintenance and repair services from other agency units.
Determines the suitability of new equipment, prior to purchase, based on review of specifications and conferences with manufacturers' representatives.
Requisition and verification of receipt of equipment and supplies.
Prepares weekly reports on preventive maintenance schedules, repairs and status of mechanical problems.
Plans, initiates and/or implements measures to promote energy conservation and/or safety relative to the physical plant equipment and operating systems.
Schedules repair and maintenance work on the physical plant equipment and operating systems.
Performs routine preventative and corrective maintenance on all related equipment and fixtures such as air and water filters, controls, and piping.
Checks equipment for malfunctioning by observing pressure and other indicators; by adjusting controls in testing joints and connections for gas leaks; by adjustment to valves controls and pumps; and by using testing equipment to ensure proper operation.
Maintains, rebuilds and repairs HVAC equipment and machinery by: replacing worn or defective parts, such as switches, fuses, thermostats and wiring; pumping specified gas or fluids into systems; lubricating motors and bearings; and/or changing filters.
Installs new system equipment, including assembling structural and functional parts such as motors, controls, switches and gauges.
This is a designated essential personnel position.
Other duties as assigned.
Utility Plant Operators may be exposed to the hazards of gases or noxious fumes, high pressure boilers, steam lines, caustic or inflammatory chemicals and high voltage; are exposed to intense heat and excessive noise; are expected to lift heavy objects; are subject to standby (on call work status); and may be exposed to the harmful effects of coal dust, asbestos or inadequate ventilation.
Minimum Entrance Requirements
Applicants must have at least two years of full-time, or equivalent part-time, experience in the operation and/or maintenance of HVAC equipment.
Qualifications Required at Hire
Knowledge of the principles, practices and techniques used in the operation of physical plant maintenance.
Knowledge of the operation and maintenance of electrical heating systems, the types and uses of electronic control systems, and the operation, maintenance and repair of control systems for mechanical systems.
Knowledge of the types and uses of commercial type heating systems and the principles of pneumatics and Direct Digital Controls (DDC) as applied to heating, ventilating and air conditioning systems. Knowledge of calibration and/or adjustment techniques as applied to pneumatic control systems.
Knowledge of the fundamentals of electrical practice. Knowledge of the types and uses of low-pressure boilers.
Knowledge of the types and uses of pumps used in hot and chilled water systems. Knowledge of the methods and techniques of soldering, brazing and pipefitting.
Knowledge of the safety practices and procedures followed in power plants.
Knowledge of the methods of general report writing
Skill in using hand power tools such as drills, electric saws, etc. and small hand tools such as wrenches, pliers, screwdrivers, and hacksaws.
Ability to follow written and oral instructions.
Ability to lift heavy objects, deal tactfully with others, adjust to changing situations to meet emergency or changing program or production requirements, understand and apply the laws, rules and regulations governing assigned unit activities.
Ability to explain the procedures, guidelines, policies, etc. governing assigned unit activities.
Ability to use tools and equipment required for maintaining and repairing power plant and utility distribution systems.
Ability to do routine electrical and mechanical repair work, read gauges, adjust equipment and observe the operation of machinery. Ability to read and interpret building plans and control and wiring schematics, read and interpret documents such as plans, specifications, blueprints, drawings, technical manuals, etc.
Ability to maintain accurate records, communicate effectively in writing, communicate effectively in oral expression and give oral instructions in a precise, understandable manner.
Ability to perform arithmetical calculations with speed and accuracy (addition, subtraction, multiplication and division).
Ability to distinguish colors.
Cultural awareness and competency demonstrated by working with and/or understanding of individuals of diverse identities such as socioeconomic level, sexual orientation, race, ethnicity and veterans including those with different levels of academic preparation, varying physical and learning abilities.
Ability to operate a motor vehicle and have a valid driver's license.
Bilingual skills a plus.
Current valid Massachusetts Refrigeration Technician's License preferred.
EPA technician certificate preferred.
This is a full-time AFSCME position with benefits.
Schedule: Monday - Friday, 40 hours per week. Standby duty during the evenings and weekends may be required. The position is designated essential personnel.

Salary: AFSCME Grade 18, Step 1 starting salary is $980.11 per week
