NJ First Act
The “New Jersey First Act”, effective September 1, 2011, contains new residency requirements for public officers and employees. The “New Jersey First Act,” , N.J.S.A. 52:14-7 (L. 2011, Chapter 70) effective September 1, 2011, contains new residency requirements for public officers and employees, unless exempted under the law. Current, new or prospective employees should be aware of the following:Effective September 1, 2011, all employees of State and local government must reside in the State of New Jersey, unless exempted under the law. If you already work for State or local government as of September 1, 2011, and you do not live in New Jersey, you are not required to move to New Jersey. However, if you begin your office, position or employment on September 1, 2011 or later, you must reside in New Jersey. If you do not reside in New Jersey, you have one year after the date you take your office, position or employment to relocate your residence to New Jersey. If you do not do so, you are subject to removal from your office, position or employment.
This is a full-time, CWA position, and hours of work and days are Monday through Friday, 8:30 a.m. to 4:30 pm. Occasional evening and weekend work may be required as job duties demand. Note: Those non-faculty employees in the “NE” category of employment may have irregular or variable work hours. It is the policy of the College to grant hour for hour compensatory time off, only when employees are required to work on a regularly scheduled day off. For those with Monday through Friday schedules, this means a Saturday, Sunday or Holiday. Beyond 40 hours, the overtime policy for fixed workweek employees applies (i.e., rate of time and one-half in payment or compensatory time).

Under direction of the Associate Director of Budget & Fiscal Planning, the Technical Assistant is responsible for assisting the Office of Budget & Fiscal Planning with the overall configuration and administration of Adaptive Insights, as well as ad hoc budget & financial analysis.
Administers and maintains of Adaptive Insights as well as researching opportunities to improve the efficiency of the application.
Maintains the security rules and access controls of the system as well as the user profiles, ensuring user access is aligned with the reporting structure of the College.
Implements new modules of Adaptive such as Discovery, Transaction Detail, OfficeConnect, and Excel Interface for Planning.
Develops and implements new budget processes in Adaptive in order to streamline increase automation of the annual budget process. Converts current analyses from Excel to Adaptive to improve efficiency.
Proactively compiles and analyzes statistical data, both financial and nonfinancial, and develops customized financial reports and dashboards to meet the needs of various end users including unit directors, program directors, deans, and vice presidents.
Serves as liaison with Adaptive Insights technical support team when critical issues or problems arise and takes necessary steps to implement the solution.
Monitors and updates key assumptions used within the financial models.
Makes recommendations to improve workflows and processes with the system and of the overall yearly budget process. Once approved, recommendations are implemented.
Provides technical support for end users.
Develops training material and provides training sessions for end users.
Works closely with student interns to provide training and guidance on projects.
Reconciles all data from Banner integrated into Adaptive ensuring cross-platform data integrity.
Provides guidance to units with budget requests, transfers, and projections regarding finance best practices to be incorporated in their budgeting tasks.
Assists with the annual budget submission to the State Office of Management and Budget.
Assists with the year-end budget process for the overall College budget and rolls the new year and projections in Adaptive, converting reports and financial statements to reflect the starting budgets for the new year.
Graduation from an accredited college with a Bachelor’s degree in Finance or Accounting.
Applicants who do not possess the required education may substitute experience on a year for year basis
Two (2) years of professional experience in using Adaptive Insights as an administrative level and some knowledge of its underlying system architecture.
Knowledge of Microsoft Office, including advanced knowledge of Excel including the ability to use lookup formulas and range names.
The ability to write technical documentation, training materials and to give training sessions.
ADDITIONAL KNOWLEDGE, SKILLS, ABILITIES:
Requires proficiency of Excel, Access, Word and PowerPoint.
Knowledge of Adaptive Insights required. Strong background in the use of technology and analytical tools.
Ability to write technical documentation, training materials and to give training sessions. Ability to assist in the development and implementation of training programs
Ability to organize assigned work, analyze problems, and develop appropriate work methods.
Ability to comprehend, analyze, interpret, and apply established law, regulations, procedures, precedents, and guidelines.
Ability to prepare clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations.
Excellent written skills, oral communication skills, and ability to develop and maintain cooperative working relationships with staff in other college units and external agencies.
Must be able to work with a diverse population and have a customer service orientation.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.
