UC San Diego Health is seeking an Informatics Supervisor for the position of PHSO Value Based Care Analytics Supervisor. This position will be responsible for the product and program management of the Population Health Services Organization's (PHSO) population health and quality application and analytics products.
The population health and quality programs span a wide range from database infrastructure and data governance to front-end workflow development and process improvement projects, some of which are driven by regulatory requirements.
Population Health & Quality:
The IS Analytics Team actively supports clinical and operations efforts around population health and quality improvement. Efforts to improve quality and population health advance the Quadruple Aim – the improvement of patient outcomes, patient experience, provider experience, and reduction of cost of care.
Population health programs aim to directly and simultaneously achieve all four outcomes or develop the requisite infrastructure for population health programs. The PHSO Operations departments primarily focus on achieving the Quadruple aim through analysis and strategic plans around patient enrollment, benefits management, vendor contracting, network expansion, provider access, utilization management (including AR and AP claims), and other dimensions of health plan and affiliated network operations. Familiarity with health plan delegated, full, and ACO contracts is strongly preferred.
Quality is another domain of population health that can achieve the Quadruple Aim if precisely implemented. Position will be responsible for the development of dozens of complex quality measures from a data warehouse environment receiving data from several dozen external data sources at a high volume and variety with variable veracity. Clinical Informaticists work closely with clinicians, Epic Clinical & Business Application Teams, and administrators to translate business needs into functional workflows and timely reports to directly affect improvement efforts of health system operations and workflows.
The Value Based Care Analytics Supervisor will manage Clinical Informatics and Application Leads and Analysts and is responsible for the core Human Resource tasks of their teams. Specific duties include but are not limited to identifying employee development needs, providing feedback, coaching, goal setting, developmental action plans, career paths, budget planning, timekeeping, and communicating organizational information.
The Value Based Care Analytics Supervisor will function as the technical product manager responsible for developing and maintaining core population health and quality products such as registries, groupers, risk scores, dashboards, reports, health maintenance, best practice advisories, and Slicer Dicer. Product roadmaps should be developed in conjunction with senior leadership, operational stakeholders, and vendor advisors to ensure these products can meet business and clinical requirements including scaling across multiple dimensions.
Specific duties include but are not limited to facilitating strategic planning sessions, conducting product related research, developing product requirements and specifications, producing development approaches and timelines, coordinating the integration of products into the larger enterprise product portfolio, assessing third party products/vendor solutions, communication plans, training plans, writing recommendations to senior leadership, and creating maintenance/upgrade plans.
The Value Based Care Analytics Supervisor will function as the technical program manager responsible for their team's project plans in conjunction with the operational project managers to ensure an accurate and timely quality program submission per program requirements. Specific duties include but are not limited to developing and maintaining project plans, directing work to other informatics', creating status reports, facilitating decisions, identifying and mitigating risks, collecting and interpreting data from various sources, presenting measure and program results to clinical and operations executives, and managing evolving technical requirements.
