Compliance in LDN is organised into two subdivisions - Core Compliance and Financial Crime. LDN is also the HQ for the EMEA region's compliance operations. Compliance Assurance & Testing (CA&T) is a department in Core Compliance and is responsible for leading and delivering a comprehensive risk monitoring and testing capability across the bank and securities business activities of MUFG in London. The work of the department extends to owning the risk assessment model for Compliance, conducting testing/reviews, deep dives, communications and trade surveillance. Effective delivery of this programme requires collaboration with other Compliance Departments, Head Office and Regional HQs and engagement with all business and operational areas. CA&T is organized into four teams covering; i) ) banking and private side business including DCM; ii) markets covering all sales and trading securities desks iii) trade surveillance and iv) communications surveillance
The Communications Surveillance team is a recently established sub team (Jan 2019) and was established with the support of two contractors.. The team will comprise 3 staff initially with opportunities for future growth. The role being filled under this hire is to manage the Communications Surveillance team. Currently some audio and electronic communications monitoring is being performed by the existing teams and in the Control Room. The Communications Surveillance team will consolidate and centralize comms monitoring and operate as a 'triage' detection function, manage alerts and escalations.
The other CA&T teams will continue to use communications monitoring tools as part of their more targeted and specific reviews or trade surveillance work and on investigations.
The anticipated operating model of the team will be to develop into a centralized EMEA function covering multi office, multi asset and multi lingual monitoring utilizing market leading communications monitoring technology.
Main Purpose of the Role : The main purpose of the role is to lead and manage a small team of 3 responsible as the primary function for all audio and electronic communications surveillance applying the risk framework and standards applicable from time to time. Working with the Head of Dept you will play a pro-active role in identifying opportunities for and enhancing all key aspects of the communications monitoring programme including technology solutions, hotword refinement, MI and data analytics and governance.
In addition to conducting day to day monitoring you will as a member of the CA&T management team be required to support compliance projects and management reports. As part of an integrated Compliance Assurance function you will be expected to deliver priorities which are at all times aligned to the overall Compliance Divisions obligation.
As part your role you will also be expected to play a lead role in the development and collaboration of regional and global standards in MUFG for surveillance standards, practices and activities.
Key Responsibilities: In this role, you will be responsible for conducting and supporting the compliance assurance programme across MUFG's banking arm and securities business under a dual-hat arrangement. Under this arrangement, you will act and make decisions on behalf of both the bank and the securities business, subject to the same remit and level of authority, and irrespective of the entity which employs you. Your specific responsibilities will include:
Carry out surveillance and monitoring work with the aim of identifying any attempt by clients of members of staff of the firm to commit financial crime, market abuse, manipulation, or other breach of rules or regulations. The coverage will be LDN activities and increasingly EMEA operations as a triage and support function.
Complete the regular and ad-hoc tasks necessary to complete the monitoring and testing which makes up the department's risk based testing programme.
Assist with the planning and implementation of bespoke or future BAU testing and monitoring programmes and update existing programmes
Assist in the interpretation and analysis of technical business information and/or communications data (using intermediate to advanced excel skills)
Assist in the creation and maintenance of documents and procedures to track all relevant monitoring processes
Prepare relevant management information for internal and external stakeholders
Assist with recommendations and enhancements to existing processes and develop new processes for identifying and monitoring Compliance and Conduct risk
Design and lead training and coaching sessions for staff across EMEA offices

Skills and Experience: Functional / Technical Competencies:
Subject matter expertise in communications surveillance/monitoring systems and methodologies
Knowledge and experience of using such surveillance covering a broad range of wholesale banking and markets desks and products such as Equities, FX, Benchmarks (eg Libor and WMR), Fixed Income & Rates, DCM, Transaction and Trade Finance and bank finance products
Solid understanding of and experience in working with regulatory and compliance risk frameworks and risk based testing
Experience of building relationships with the Front Office and effective escalation and resolution of issues
Project support or management capabilitied gained from supporting smaller regulatory and systems related projects including specifically communications technology
Intermediate to advanced understanding and use of Excel and market data sources (eg Bloomberg charts)
Team management experience and managing successful teams
Experience in regulatory and compliance risks of which a material portion (is in conducting communications surveillance )
Education / Qualifications:
