We are looking for an experienced Chief Program Officer to join our team of youth-focused professionals to take our programs to the next level. Our new Chief Program Officer will lead multiple lines of business while creating plans to grown reach and revenue.
The Chief Program Officer (CPO) will serve as a critical member of the 360 Youth Services Leadership team. Under the direction of the CEO, the Chief Program Officer manages and provides oversight for assigned programs or service areas including the Mental Health Counseling program (including School Based Services and CCBYS); Substance Abuse Prevention Programs (including youth education; Power of Choice, the Community Alliance for Prevention and Operation Snowball); and the Housing Programs (including Cornerstone, Transitional Housing Programs and Rapid Re-Housing). The CPO will provide supervision to Program Directors or teams and ensure their compliance with all funder, licensing requirements, as well as applicable accreditation standards.
They will articulate and implement the strategic vision and leadership of the agency; oversee the programs of the organization, evaluate the effectiveness of programs to provide ongoing feedback and business process improvement. They will work to diversify funding through effective resource stewardship with a healthy mix of government funding and private foundation support with a focus on growing programs to meet the needs of youth experiencing homelessness, facing behavioral health needs, and the needs of youth and families for substance use prevention. The Chief Program Officer has ultimate responsibility for the operation of the departments and ensures that it conforms to all standards, DCFS, DHS, HUD, DFC Federal and State of Illinois regulations and all applicable laws.
Ensure the effective management of all 360 Youth Services program operations, working with a small team of program directors and senior managers
Oversee program budgets, and ensure timely reporting and documentation related to grants and contracts
Maintain appropriate internal controls and procedures for all programs
Work with partners to address challenges and problems related to programs in the field; and to create strategic partnerships
Produce timely, accurate, and useful reports on grants and programs for funders, foundations, 360 Youth Services’ senior leadership, and our Board of Directors
Oversee the preparation and communication of quarterly monitoring and evaluation reports; strategic plan reporting; create and maintain the agency scorecard.
Contribute to all reports, annual external audits, as well as any federal and/or donor-specific audits
Serves as a trusted advisor to the CEO in developing organizational strategy and ensuring program execution
Owns the creation of policies and procedures for each line of business
Work directly with the Director of Finance and Operations on program revenue and expense budgets
Advance 360 Youth Services’ mission through rigorous and ethical financial and contractual practices, and serve as a standard bearer of our organizational philosophies and behavioral competencies across the organization and externally
Bring strategic, visionary, collaborative thinking to the operations and management function of the organization, and develop and implement innovative strategic initiatives in direct support of 360’s mission, goals and objectives
Serve as a resource for members of senior management and other departments on the programs of the organization
Demonstrate and embrace the mission and vision of 360 Youth Services in all internal and external activities, and achieve the organization’s strategic initiatives with transparency, accountability, consistency, and adherence to the highest ethical standards
Create a business development plan to help more youth and families across each line of business
Works with the Director of Philanthropy to develop funding proposals and follow through on funding opportunities
Collaborate across the organization to create volunteer engagement opportunities
Oversee the work of the contract grant workers to ensure maintenance of current funding and maintain a healthy pipeline of new grant and funding opportunities
Act in an external role creating and maintaining strategic partnerships and becoming a subject-matter expert in our areas of focus
Maintain high level relationships with government/foundation/corporate partners in support of agency programs
Technical Expertise and Leadership
Oversee the strategic goals and growth of the departments through supervision of the program directors
Evaluate social service programs and make recommendations to improve effectiveness of operations
Oversee monitoring and evaluation, and ensure accurate, timely reporting
Stay current with national/state/local level business trends including behavioral health trends, national youth substance use prevention initiatives and housing trends
Working with the program directors, review progress reports and respond to programmatic and technical challenges experienced by the lines of business
Board of Directors and External Relations
Report to the 360 Youth Services’ Board of Directors on programs
Lead a business/youth/mission committee of the board
Provide accurate and fully compliant information to the public, partners, funders, and if applicable, federal and state agencies

Technical Expertise: Must be knowledgeable of theoretical based methods and techniques, principles, practices and policies of administration of a non-profit human service department within the respective area of specialization. Training and experience in trauma-informed service is preferred
Collaboration: Advocates for inclusion and diversity at all times. Initiates the development of relationships with civic/business partners and community leaders that advance 360’s presence throughout the community. Inspires others to engage with and support 360

Salary: Commensurate with experience
At least 10 years of professional experience overall, with a minimum of five years of senior-leadership experience supervising seasoned staff operating multiple human services programs. Solid educational background including a Master’s Degree in non-profit management; public health or an MBA or similar advanced degree.
5 years’ experience working with trauma exposed children, youth and/or families.
Skilled in the developing and growing existing and new programs
Strong relationship builder and communicator with experience leading diverse work teams, developing an organization-wide strategy for program excellence, engaging community partners, and partnering with a CEO and board of directors.
Extensive experience in reporting and program measurement and evaluation. Demonstrates integrity, strives for excellence in their work, and has experience of leading others to new levels of effectiveness and programmatic impact
Passionate about 360 Youth Services mission and able to promote and communicate the philosophy, mission and values of the agency to external and internal stakeholders.
Demonstrate strong interpersonal/leadership skills in relating to youth and staff in a positive, constructive and therapeutic manner.
Always demonstrate a level of personal and professional integrity, honesty and competency that brings credit to the profession and the agency
Demonstrate using a trauma informed approach when supervising staff
