Position Summary: Reporting to the Chief of Staff/Special Counsel (COS/SC) to the General Counsel, this position is responsible for complex legal research; review, interpretation and analysis of laws, policies, and technical information. Under the supervision of the COS/SC, the incumbent will interact with UC Legal colleagues, UCOP departments, campus and medical center clients, and outside counsel. This position reviews, analyzes, drafts and revises a variety of documents, including, but not limited to policies, talking points, presentations, draft legal documents and correspondence. The incumbent may convene or serve on policy review committees and task forces.
Responsibilities require knowledge of a legal practice area; problem-solving frequently requires analysis of unique issues/problems without precedent and/or structure. In consultation with the COS/SC, manages projects that include formulating strategies and processes as well as ensuring compliance with policies and applicable law. May manage and coordinate implementation of special projects; required to manage multiple projects and requests with firm deadlines.

Duty 1: Gathers, synthesizes and analyzes factual, legal, and policy information across a broad spectrum of legal practice areas and/or administrative topics, policies, and initiatives to support the COS/CS and General Counsel in providing timely, accurate, and self-researched advice and client support.
Provides effective and timely recommendations and counsel to the COS/SC on a variety of issues, utilizing best practice research methods and concise verbal and/or written summaries.
Develops recommendations that balance business objectives and risk tolerance as communicated by the COS/SC; advises COS/SC and General Counsel of pertinent issues and disseminates information relating to legal matter status to appropriate parties.
Establishes strong working relationships with members of UC Legal (local and systemwide) and external constituencies (e.g., campus, Office of the President, and outside counsel, etc.).
May make high level contacts of a sensitive nature requiring discretion and diplomacy.
Reviews and analyzes draft documents prepared for the COS/CS and General Counsel to validate content and completeness.
Identify, follow up on, and gather missing information, as needed. With COS/SC, develops and coordinates legal policy communications for UC Legal; formulates strategies for education and implementation.
Tracks, interprets, and analyzes information regarding policies and procedures. Keeps the COS/SC and General Counsel informed about significant legal and regulatory developments and trends in assigned area(s) that warrant attention or action. Function:Core Legal and Client Service Percent: 35
Duty 2: Identifies the need for and prepares briefing materials for the COS/CS and General Counsel.
Gathers and prepares agenda materials, presentations, and talking points for a variety of meetings.
Ensures accurate record keeping in compliance with OGC data quality protocols.
Provides clear expectations when working with colleagues to meet expected levels of productivity and accuracy.
Researches and summarizes best practices in a wide variety of areas.
Conducts in-depth fact-finding through interviews and document review. Function:Executive Support Percent: 35
Duty 3: Monitors status of OGC legal matters and projects to ensure priorities are organized effectively to consistently meet established timeframes and supervisor / department objectives.
Analyzes and interprets legal and administrative documents to determine complete, accurate, and timely handling of each individual matter.
Coordinates the collection of documentation and information required from multiple sources to advance assigned projects and legal matters in a timely manner.
Consults with and refers timeliness or quality issues to supervisor. Function:Project Management Percent: 30
Job Requirements Must possess a J.D. or LLM from an accredited law school and at least three (3) years of progressive work experience in a relevant field.
Advanced legal research and writing skills.
Superb attention to detail.
Strong organizational and project management skills; ability to manage multiple priorities and competing deadlines.
Ability to problem solve with ability to work independently to analyze unique issues/problems without precedent and/or structure.
Demonstrated abilities in collaboration, interpersonal communication, facilitation, and creative thinking to effectively partner with and influence colleagues at various levels of the organization.
Proven ability to multi-task with demanding timeframes to manage chronically high activity and handle a large volume of matters and related issues requiring timely handling and assistance.

Ability to maintain confidentiality and exercise discretion and tact when handling sensitive or potentially sensitive issues.

Understanding of legal issues in a University setting.
Experience with data management systems such as Counsel Link, NetDocs, and eCounsel.
