The Tulare County Health & Human Services Agency is currently recruiting for a Clinic Services Manager. This position is responsible for planning, managing, and evaluating day-to-day program operations within the Tulare County Mental Health Managed Care System. This recruitment will establish an employment list to fill immediate and future vacancies in the Mental Health Branch.
The Mental Health Clinic Manager will work directly with the Mental Health Clinic Administrator or designee to establish systemwide programs and procedures within the Tulare County Mental Health Clinic Care System. The incumbent will also oversee Mental Health clinic operations, the Visalia Recovery Center (VRC), Substance Use Disorder (SUD) programs, and behavioral health programs. The successful candidate will plan, organize, and direct the operations of the County's mental health clinic systems relative to types of therapeutic interventions and moving the system toward evidence-based and culturally competent practices. The candidate must have an understanding of diverse community needs, especially for unserved and underserved groups. The ideal candidate should possess analytical skills and the ability to set goals, organize data, and measure outcomes. Additional duties include developing effective working relationships with the community, government agencies, providers, and staff.
Coordinate, supervise, and provide direction for the operations of an outpatient mental health clinic, including mental health clinicians, nursing staff, and support services.
Coordinate services among mental health clinicians, nursing staff, and support staff within the clinic.
Assess daily clinic operations to ensure smooth patient flow.
Resolve administrative problems involving clinic operations and patient care issues.
Supervise, train, and evaluate clinic staff with input where appropriate.
Provide input on evaluations of mental health clinicians, nursing staff, and support staff.
Ensure departmental goals and objectives are met.
Ensure clinic staff are informed of and comply with administrative, fiscal, and personnel policies and procedures.
Candidates must meet the qualifications listed below by the application deadline.
Completion of a two-year master's degree program in one of the following areas: social work; marriage, family, and child counseling; marital and family therapy; psychology; clinical psychology; or counseling psychology; obtained from an accredited school, college, or university.
Three years of responsible experience in mental health care systems management.
Possession of a valid Licensed Clinical Social Worker (LCSW) or Marriage, Family, and Child Counselor (MFCC) license issued by the State of California, Board of Behavioral Sciences.
Conditions of Employment
Possession of, or ability to obtain, an appropriate, valid California driver's license. The selected candidate will be required to pass a pre-employment drug and alcohol screening; furthermore, a background investigation may be conducted. Some job classes may also require a physical examination.
