Coordinates the procurement of subcontracted services and administers all subcontracting and purchasing operations for the organization. Serves as backup for Contracts Manager and other members of the team and assists with administration of prime contracts as needed.
ESSENTIAL DUTIES & RESPONSIBILITIES
Drafts, reviews, negotiates, and executes non-disclosure agreements (NDAs) and teaming agreements (TAs).
Drafts, reviews, negotiates, and executes subcontractor agreements, to include the crafting of statements of work (SOWs).
Works with Program Management to establish requirements for subcontractors.
Works with Proposal Development to create Request for Proposals for subcontractors and to obtain subcontractor representations and certifications.
Performs background checks and due diligence on proposed teaming partners.
Reviews subcontractor bids for conformity to contract requirements.
Assists Program Management with contract negotiations.
Develops prime contract flow-down clauses relevant to project and ensures that applicable flow-downs are identified, addressed, and included in assigned subcontracts.
Administers subcontracts post-award, including change order management, contractual compliance, performance evaluation, closeout of agreements, and records retention.
Ensures that subcontracts are fully compliant with company policies and procedures, customer specifications, and government regulations (e.g., FAR/DFAR clauses).
Advises management and project personnel of contractual rights and obligations.
Provides tracking of subcontract activity, progress information, and guidance to project personnel on subcontracting issues.
Conducts audits and creates related documentation in response to internal reporting requirements.
Provides input on the development and implementation of processes to manage subcontracts and purchasing functions.
Obtains necessary reviews and approvals from Program Management and/or Shared Services for actions such as contract modifications, option year extensions, contract closeouts, etc.
Coordinates closely with Senior Management, Program Management, and Shared Services to ensure service continuity and effective contracts administration.
Maintains up-to-date knowledge of FAR and DFAR regulations and any other regulatory decisions that have an impact on subcontract administration.
Ensures that subcontract requirements are met by developing schedules and timeframes for compliance identification, tracking, and recordkeeping.
Maintains awareness and tracking of subcontract modifications, due dates, deliverables, etc. and utilizes a tracking system for monitoring same.
Adheres to organization’s contract filing system to ensure accurate records management of all subcontract documents and modifications; maintains all original documents.
Assists in reconciliation and resolution of funding issues on subcontracts, task orders, delivery orders, etc. and assists in communication and resolution with accounting department and customers.
Serves as temporary backup for Contracts Manager and other team members as needed.
Assists Contracts Manager with the administration of prime contracts and other contracts-related projects as needed.
Bachelor of Arts or Bachelor of Science in a related field. College degree may be waived if equivalent, extensive related experience can be demonstrated.
A minimum of four (4) years’ experience in contracts administration.
Must have knowledge of and experience in federal government contracting procedures.
Must have experience in subcontract management per se.
Experience with both sole source contracts and competitive awards preferred.
Experience managing contracts in the SBA contracting environment.
In-depth knowledge of FAR and DFARS and how to apply such knowledge to respond to audits requests and complex contract negotiations.
Experience with SCA labor requirements and Collective Bargaining Agreements.
Advanced skills in Microsoft Word, Excel, PowerPoint, Outlook, Adobe Acrobat, and database applications.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations including the U.S.C., FAR, DFAR, and other related Federal acquisition regulations.
Demonstrable ability to provide services that are accurate and free from error and defect without outside supervision and/or review.
