The Deputy Commissioner of Medical Services is administratively responsible for all clinical and patient care functions of the Milwaukee Health Department (MHD).
Serve as Chief Medical Officer, including developing and maintaining professional relationships with the local and state medical community and providing and collecting pertinent medical and public health information. Serve as a liaison with the broader Milwaukee community on medical and public health issues. Serve as liaison to various local, state and regional public health, medical and academic groups.
Provide guidance and consultation relative to disease surveillance and reporting, laboratory services, environmental health, and home visiting. Serve as a subject matter expert in the areas of research, strategic planning, clinical teaching, and community health improvement. Serves as liaison from the health department to a variety of stakeholders and the general public.
Provide and oversee medical consultation and provide administrative oversight to the STI, Immunization, TB, and Communicable Disease programs, including development, authorization and maintenance of up-to-date medical orders and protocols; provide medical supervision and staff development for nursing staff.
Provide overall medical direction for nursing and other clinical services within MHD or delegate to other MHD physicians or physician consultants as appropriate. Provide medical consultation, direction and support to all other areas of the Health Department.
Collaborate with the management team in the formulation of public health policy and scope of service; provide medical leadership and input to the MHD’s functions of community assessment, assurance, and policy development at multiple levels (i.e. local, state and federal/national).
Provide guidance to other local health departments relative to environmental health and communicable disease, including surveillance, case management, reporting, and epidemiological investigations.
Provide department-wide consultation and support for research, analysis, program and policy development and strategic planning, in conjunction with other MHD managers and senior managers. Provide supervision and oversight of all medical and clinical teaching within the MHD. Provide consultation and direction for medical aspects of MHD emergency response, media response, limited occupational health matters and related issues.
1. Medical doctor (MD) or doctor of osteopathy (DO) degree, with an unrestricted license to practice medicine in the State of Wisconsin.
2. Qualified to serve as the local health officer (Level III), as established by Wis. Stat. § 251.06 (1) (c). Accordingly, qualified candidates must meet the following requirements:
A license to practice medicine and surgery under ch. 448 and at least one of the following:
a. Three years of experience in a full−time administrative position in either a public health agency or public health work.
b. Eligibility for certification by the American board of preventive medicine in public health or general preventive medicine.
c. A master’s degree in public health, public administration, health administration or, as defined in rules promulgated by the department, a similar field.
d. Notwithstanding pars. (a) to (c), relevant education, training, instruction, or other experience that an applicant obtained in connection with military service, as defined in s. 111.32 (12g), counts toward satisfying the requirements for education, training, instruction, or other experience to qualify as a public health officer if the applicant demonstrates to the satisfaction of the department that the education, training, instruction, or other experience that the applicant obtained in connection with his or her military service is substantially equivalent to the education, training, instruction, or other experience that is required to qualify as a public health officer.

Board Certification by at least one of the following: American Board of Family Medicine, American Board of Pediatrics, American Board of Internal Medicine, American Board of Obstetrics and Gynecology, or specifically in the field of public health and general preventive medicine by the American Board of Preventive Medicine (ABPM). 4.Valid driver’s license at the time of appointment and throughout employment.

Ability to effectively lead and manage a large variety of people with direct and indirect reporting relationships.
Knowledge of the medical aspects of public health issues that span all ages and multiple disciplines, including screening, risk assessment, risk-reduction messaging and chelation therapy for childhood lead poisoning.
Knowledge of ACIP (Advisory Committee on Immunization Practices) recommendations for infants through adults.
Knowledge of CDC (Centers for Disease Control and Prevention) treatment guidelines for sexually transmitted infections.
Knowledge of screening and treatment for latent and active tuberculosis.
Knowledge of individual and population level drivers of pre-term birth and infant death.
Knowledge of the day-to-day logistics of health care service delivery and how that impacts the ability of clinicians and health care systems to implement recommendations of public health officials.
Skill in educating clinicians relative to identifying, reporting, and addressing emerging public health threats in clinical practice to benefit patients and health care systems.
Ability to effectively communicate medical and public health information to a variety of stakeholders, including medical and public health professionals, elected officials, the media, and the general public.
Skill in collaborating effectively with interdisciplinary teams.
Ability to think at both the individual and the population level.
Knowledge regarding public health laboratory, surveillance, and data systems.
Knowledge of management of physical environmental and occupational health issues.
Ability to lead or support epidemiologic investigations, case and contact investigations, outbreak management, emergency response, community health assessments, and community health improvement planning.
Knowledge of public health priority-setting, the socioecological model, and the county health rankings model.
Skill in medical and public health research, policy development, program evaluation and strategic planning.
Skill in teaching a wide variety of topics regarding medical and public health issues.
