Defines and develops integrated project schedules in project management software such as Primavera P6 or MS Project by working with technical leads and Control Account Managers and consolidating schedule activities from other team members.
Establishes and maintains a performance measurement baseline in a cost processing tool such as Deltek Cobra for the Earned Value Management System (EVMS), analyzes schedule performance, and provides monthly earned value progress reports to the Project Management team.
Controls, documents and implements baseline change requests for projects in support of EVMS.
Supports the development and maintenance of project estimate to complete (ETC) and estimate at completion (EAC) forecasts for management reporting and earned value tracking.
Facilitates and directs the development of formal budget requests including project cost estimates against a work breakdown structure with basis of estimate documentation.
Manages the FRIB risk assessment/mitigation program.
Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems, including critical path analysis, to help develop remediation strategies.
Unit Specific Education/Experience/Skills
Knowledge equivalent to that which normally would be acquired by completing a four-year college degree such as a bachelor's degree in a scientific or engineering discipline; five to eight years of related and progressively more responsible or expansive work experience in project control positions; earned value management methods; and/or software related to the area of employment; Certification as Project Management Professional; or an equivalent combination of education and experience.
Three to five years of experience in working with project management software, such as MS Project and/or Primavera P6.
One to three years of experience in working Earned Value Management methods and supporting systems.
Experience in interacting with federal government agencies such as the Department of Energy Office of Science or the National Science Foundation.
Project Management Professional Certification.
Ability to work with export controls.
