The Subcontracts Administrator will support the Contracts Manager and will be responsible for the full lifecycle administration of Subcontract and Consulting Agreements in accordance with company purchasing processes and procedures and Federal Acquisition Regulations (FAR). A successful candidate must be able to be an effective communicator internally and externally as well as be able to resolve a wide range of business issues in a timely manner.
Responsibilities: • Work closely with the Contracts Manager and Program Management to develop and distribute subcontract Requests for Proposal/Quote. • Perform proposal analyses in conjunction with Program Management and document the subcontract file in accordance with company purchasing process (i.e. price analysis, negotiation memorandum, single/sole source justifications). • Support subcontract negotiation and prepare and finalize subcontracts in accordance with negotiated terms, as well as government and company requirements. • Provide Subcontract Administration through life of subcontract, including but not limited to: review and approval of subcontractor invoices and monthly reports, ensuring compliance with subcontract terms; drafting and issuing subcontract modifications; supporting/assisting management in resolution of any subcontract issues; obtaining required annual subcontractor certifications; securing subcontractor closeout documentation; and maintaining all required subcontract files on company server.
Requirements: • Must have an understanding of the FAR and DFARS with experience administering Cost-Reimbursable, Time and Material (T&M), and Firm-Fixed-Price (FFP) type subcontracts. • Must be organized, detail oriented, and demonstrate strong time management and critical thinking skills, and be able to coordinate and prioritize multiple projects in a fast-paced environment. • Proficiency with business software programs and automated accounting systems. • Ability to meet project objectives within designated timelines.
Preferred Qualifications: • Experience working within government approved purchasing system. • NCMA Certified Contracts Management Professional (CPCM) or equivalent certification. • Secret clearance eligible.
