The Vice President of Strategic Business Development – Government Products for the UPMC Insurance Services Division is responsible for leading business development efforts for government business for UPMC, and for maintaining public policy expertise, state and federal, related to health care reform, regulation, and strategic planning specific to business development. This position has the responsibility to identify and develop new market opportunities and product opportunities. This position is also responsible for working closely with leadership across the Insurance Services Division responsible for meeting business development goals. The incumbent is responsible for overseeing the national, regional and local environment to identify opportunities and issues related to public policy initiatives, state and national legislative policy statements, and pending legislation that is related to government health insurance opportunities. The incumbent is further responsible to recommend the development of strategies to maximize the benefit of these opportunities and to position UPMC in the most favorable stance. The position is responsible for assessing the environment to identify opportunities for growth, particularly outside of Pennsylvania, related to the management of public sector services, including those in the behavioral health arena. The Vice President works closely with senior management to identify priorities and overall strategy for business and product development.
The Vice President of Strategic Business Development for the UPMC Insurance Services Division is responsible for leading business development efforts for government business (Medicaid) for UPMC. This position has the responsibility to build government health insurance products of which include Medicaid. The VP will identify and develop new market opportunities and product opportunities within the insurance public sector. The incumbent is further responsible to recommend the development of strategies to grow outside of the Pennsylvania market and identify opportunities related to the management of Medicaid and government public sector services. Of importance is the mission to improve population health initiatives and its efforts in addressing the social determinants of healthcare.
Develop business expansion opportunities that focus on the unique strengths of UPMC, both regionally and nationally.
Lead the process of product development related to the integration of behavioral health, physical health, and human services/social welfare across a spectrum of business lines.
Engage in an ongoing scan of public policy issues, federal and state, and advise on areas that will impact UPMC and the Insurance Services Division, including, but not limited to, health care reform, federal initiatives to fund new development in health care, CMS rule changes, etc.
Senior adviser to the President/CEO and Executive Staff on public policy related to business development including analysis, development and impact.
Direct the preparation and direction of market analysis; oversee the preparation and updating of opportunity analyses as national and local health care policies are proposed and/or approved.
Consult regularly with senior leaders to hear first-hand the strengths and challenges that are being faced corporately and within the individual contracts/programs.
Regular scan of the new developments within UPMC to advise on the most advantageous position for the ISD; identify and recommend priorities for market development
Identify opportunities for development of new products; as specific opportunities are identified, develop business plans related to the opportunity
Independent problem solving based on sophisticated knowledge of the governmental systems, provider network, member services policies, members' rights and responsibilities, and the operating practices of the organization.
Ability to propose and implement creative solutions
Excellent written and oral communication skills.
Responsiveness to deadlines and has work completed on or before deadline 95% of the time.
SKILLS & KNOWLEDGE:
Knowledge of public agencies and population served.
Managed care experience preferred.
Excellent communication skills required.
Competent knowledge and ability in financial analysis, reimbursement practices and contract negotiation skills are essential
Prior leadership experience in developing staff
EDUCATION & EXPERIENCE:
Master's degree in field related to health care and/or publicly funded and portfolio of successful business development experience.
Additional education in business field preferred.
Minimum of 10 years' experience in the public-sector services.
